Position Description: LISC is seeking a qualified candidate for a Community Development Officer for Capacity Building. This position will be the primary lead for the execution of the capacity building program offerings designed to help nonprofit organizations strengthen their management, operations and leadership. In addition, this role will manage nonprofit and for-profit grant programs. The Community Development Officer will also collaborate closely with LISC NY's programmatic teams as part of a cross-functional systems and processes. The Community Development Officer reports to the WNY Operations Director.
We welcome candidates from multiple upstate markets including Buffalo, Rochester, and Syracuse.
Responsibilities:
The following are an indication of the position's core responsibilities; these are intended to illustrate the scope of responsibilities and are not exclusive of other duties that may be required.
  • Overall management of capacity building programming including but not limited to LISC NY's HUD Section 4 Capacity Building Program, LISC AmeriCorps scheduling. Responsibilities include communication coordination, trainings, and cohort convening.
  • Bring technical resources to community partners and build capacity for our non-profit partners, including those but not limited to housing providers, small business supports and corridor development organization.
  • Build trusted relationships with LISC NY's community partners - including Executive Directors, Boards and senior staff.
  • Support exploration of strategic expansion of LISC NY's capacity building framework throughout the state.
  • Manage portfolio of grants focused on strengthening non-profits and small for-profits; responsibilities including coordinating requests, monitoring grant requirements/performance, and completing final reports.
  • Administer government and private grants/consultant agreements; coordinate with national LISC staff on procedures and techniques; and provide oversight on disbursements and financial drawdowns including troubleshooting and providing recommendations if issues arise.
  • Periodically travel for peer learning, training, statewide and national LISC activities.
  • Perform additional duties as assigned.

Qualifications:
  • Bachelor's degree from an accredited college or university in urban studies, planning, public policy, social work, community economic development or related fields. Master's preferred.
  • Minimum 5 years of experience in Community Development with some combination of project management and research responsibilities
  • Demonstrated experience in program design, development, and implementation.
  • Intimate experience with the operations of non-profit organizations, including budgeting, board and staff development, administrative and management systems.
  • Excellent writing skills; can synthesize complex information into concise written formats.
  • Intellectually curious, entrepreneurial, and willing to take initiative to propose new ideas to advance our work and impact.
  • Strong skills in public speaking, project coordination, and multi-tasking
  • Positive and able to work collaboratively with co-workers and representatives from the nonprofit, corporate, philanthropic, and public sectors, and demonstrated flexibility and poise in dealing with a diverse range of individuals and organizations.
  • Highly proficient in Microsoft Office (Word, PowerPoint, and Excel). Experience with Salesforce is a plus.
  • Specific experience with real estate projects including housing, commercial corridor revitalization, creative placemaking, and/or community facilities is a plus.
  • Professional or educational experience with cultural competency, human centered design, storytelling, intersectional and/or racial equity, and Community Development is a plus.
