Our Department of Planning and Community Development located in a picturesque county and nestled near magnificent mountains, rivers, and canyons in Western Colorado is seeking a dynamic Community Development Director to join our team.

GENERAL POSITION DESCRIPTION:

Position provides direction, leadership and general oversight of Community Development for the unincorporated area of Delta County. Plans, organizes, coordinates and directs land use planning, Community Development projects and activities in order to help ensure the orderly development of Delta County. Incumbent serves as Floodplain Administrator for the County.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

  • Plan and facilitate long range plans, land use and projects for Delta County.
  • Process, review and make decisions regarding land use applications for unincorporated Delta County.
  • Serve as Secretary and staff to the Planning Commission and Board of Adjustment, including preparation of agendas and minutes, maintenance of bylaws, updates to the Master Plan, Land Use Code and similar governing documents.
  • In collaboration with Human Resources, responsible for supervision and management of staff; plan, direct, supervise and evaluate the performance; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; write and conduct performance evaluations; arrange for appropriate training and development; ensure employees comply with applicable occupational health and safety standards, department and organizational policies; compliance with all governing laws.
  • Develop and recommend operating budget for the department; monitors and administers approved budget.
  • Assist with hazard mitigation planning, including; Local Hazard Mitigation Plan, Community Wildfire Protection Plan, emergency management activities as necessary and similar instances.
  • Responsible for implementing local Floodplain regulations in compliance with State and Federal requirements, updating flood maps, plans, and policies of the community, and any of activities related to administration of the National Flood Insurance Program (NFIP).
  • Coordinate Permit Center activities, including but not limited to Access Permits (Engineering, Road & Bridge), Assign Address/Street Name (GIS), and OWTS/Floodplain (Environmental Health), including the County’s permit database (Cityworks).
  • Provide oversight for Code Compliance, working in coordination with the internal advisory committee.

KNOWLEDGE OF:

  • County organization, operations, policies, and procedures.
  • Applicable Federal, State, and County codes, laws, statutes, and ordinances.
  • Principles and practices of planning, redevelopment, economic development, and land use, real estate acquisition, and development processes.
  • Regulations and standards governing public policy development, redevelopment and land use law.
  • Principles of the planning and design of redevelopment projects, affordable community housing and public/private development and infrastructure projects.
  • Principles and practices of administrative management, including personnel rules, procurement, contract management, risk management and employee supervision.
  • Strategic planning and management principles and techniques.
  • Record keeping and file maintenance principles and procedures.

SKILL IN:

  • Analyzing complex Community Development issues, evaluating alternatives, and making creative recommendations based on findings.
  • Using initiative and independent judgment within established procedural guidelines.
  • Facilitating and building community, business, and organizational consensus in the visioning, planning, design and implementation of the County’s planning and development related activities.
  • Interpreting complex regulations, laws, and guidelines.
  • Organizing, evaluating, analyzing, and presenting data and information.
  • Assessing and prioritizing multiple tasks, projects, and demands.
  • Planning, organizing, and coordinating the work of team members.
  • Establishing and maintaining cooperative working relationships with other team members, elected officials, public service providers, representatives from other local, State and Federal agencies, and members of the community.
  • Operating a personal computer utilizing a variety of standard and specialized software.
  • Effective verbal and written communication.

POSITION REQUIREMENTS:

Education:

  • Bachelor’s degree in planning, Community Development or a related field is required;
  • Master’s degree or American Planning Association - American Institute of Certified Planner (AICP) certification is preferred

Experience:

  • At least six (6) years of related Community Development experience with at least two (2) years in a public agency and two (2) years of supervisory experience strongly desired

Licenses/Certifications:

  • American Planning Association - American Institute of Certified Planner (AICP) certification is preferred
  • Combination of education and experience could waive specific requirement.

Life insurance and employee only medical insurance is available at no cost to the employee. We have a pre-tax flexible spending account. Employees contribute 4% of salary to a 401(a) retirement account fully matched with 4% from the County along with an optional 457 tax advantaged deferred-compensation retirement plan. Paid time off is accrued at 14 hours per month with an additional 11 paid holidays in a calendar year. We have a comprehensive Employee Assistance Program (EAP) that includes counseling along with some legal and financial support counseling. Delta County has modified work schedules for positions and employees that qualify. As an employee, additional employee discounts and fringe benefits are available.
