Position OverviewA unit of the University of Kansas, the Kansas Law Enforcement Center (KLETC) is the central agency for all law enforcement training in the state of Kansas, training nearly 15,000 students annually in residential, online and outreach programs.
With a $12 million budget and 62 authorized FTE staff (and more than 400 contract/adjunct staff), KLETC serves 437 recognized law enforcement and police agencies in Kansas, providing basic training and continuing education programs.

Hutchinson Campus
KLETC is located on the 173-acre Hutchinson Campus, which has 15 buildings, including two multi-story residential student halls.
Hutchinson, Kansas, is a vibrant town of approximately 40,000 people located about 55 minutes northwest of Wichita — the state’s largest city. Home to the Kansas State Fair, a 9-acre zoo, a thriving downtown, an 18-hole golf course and a variety of parks, Hutchinson caters to both families and young professionals.

Job DescriptionThe Communications Manager oversees all external communications and marketing initiatives for programs on the KLETC campus. Responsibilities include developing, maintaining, and executing an overall strategic communications plan, and overseeing activities related to public relations, websites, marketing, social media, and project management. The Communications Manager brings creative vision to marketing plans, strategically suggests tactics in a variety of media, and works closely with the Vice Provost to produce high-quality work that meets strategic objectives and highlights the KLETC mission.
40% Content Development and Communication
  • Create materials and ideas to advance the strategic plan from idea to execution.
  • Develop content and media for dissemination via news releases, social media, websites, and other distribution channels.
  • Ensure that key messages align with the Vice Provost’s strategic plan.
  • Serve as KLETC’s liaison to senior leaders in marketing and media on the Lawrence campus.
  • Build and manage KLETC’s social media profile and presence.
  • Build long-term relationships with media influencers.
  • Assist in the development of presentations to stakeholders, including legislative committees and commissions.
  • Communicate with the public and media, coordinating with other agencies, as necessary.
  • Implement the mission-based institutional priorities for Jayhawks Rising on the Hutchinson campus, to include actively aligning resources and expertise with larger community partners to create healthy and vibrant communities.

30% Marketing Management
  • Identify target audiences and develop marketing plans with specific objectives across different channels and segments.
  • Identify effectiveness and impact of current marketing initiatives with tracking and analysis, and optimize accordingly.
  • Maintain knowledge of trends and developments in the market and make recommendations to the Vice Provost.
  • Increase brand awareness and market share at both a local and national level.
  • Present ideas and final deliverables to Vice Provost about marking programs and strategies.

20% Strategic Planning
  • Write, present, and manage the execution of KLETC marketing plans.
  • Lead the development of key strategic documents, such as project plans, strategic briefs, etc., with key stakeholders and teammates.
  • Work closely with the Vice Provost to develop measurable objectives and evaluate projects against those standards.
  • Develop key insights about KLETC’s various target audiences, conducting market research as needed.

10% Other duties as assigned.
Required Qualifications
  1. Bachelor's degree from an institution accredited by the Higher Learning Commission in journalism, communications, marketing, business administration, or a related field.
  2. Minimum of 5 years related professional experience.
  3. Excellent written communication skills as evident in application materials.
  4. Valid Kansas driver’s license or ability to obtain one within 90 days of employment.
Preferred Qualifications
  1. Experience with customer relationship management principles and tools.
  2. Experience developing successful creative campaigns.
  3. Experience in developing brand strategy or campaign plans.
  4. Experience working with teams on large-scale, long-term projects.
  5. Experience establishing and managing critical deadlines for self and team.
  6. Experience applying excellent presentation skills.
  7. Technically proficient in graphic design, to include experience with graphic design software.
  8. Experience with website design and management.
  9. Experience in videography and video editing.
