The Health and Human Services Agency is seeking qualified individuals for the position of
COMMUNICABLE DISEASE INVESTIGATOR

Interviews and job offers will take place beginning the week of April 2, 2024.

This position is eligible for appointment at step 1, $61,734.40 annually.
County employees are subject to the County Promotion Rule for Step Placement in Accordance with Compensation Ordinance 1.3.5.


PUBLIC HEALTH SERVICES
Public Health Services is dedicated to community wellness and health protection in San Diego County. Public Health Services work to prevent epidemics and the spread of disease, protect against environmental hazards, prevent injuries, promote and encourage healthy behaviors, respond to disasters, and assist communities in recovery and assure the quality and accessibility of health services throughout the county.
ABOUT THE POSITION
Communicable Disease Investigators perform non-criminal investigations, counseling, and educational work in public health laws, rules, and regulations that govern HIV disease, sexually transmitted diseases, tuberculosis, and other communicable or infectious diseases.
The ideal candidate will be able to engage in conversation with a wide variety of individuals, discussing highly sensitive topics including medical and personal information such as sexual history and practices, in order to conduct thorough investigations/interviews.

HIRING TIMELINE AND DATES


The timeline for this recruitment is outlined below.

  • Job Offer and Background Process begins week of April 2, 2024. Note: Current County employees may be excluded from additional background screening.
  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

MINIMUM QUALIFICATIONS
  1. A bachelor's degree from an accredited U.S. college/university or a certified foreign studies equivalency in a health related science; OR,
  2. A bachelor's degree from an accredited U.S. college/university or a certified foreign studies equivalency in a behavioral, social or natural science, or a closely related field AND one (1) year of experience in Communicable Disease investigations; OR,
  3. An associate degree from an accredited U.S. college/university or a certified foreign studies equivalency in a behavioral, social or natural science, or a closely related field AND three (3) years of experience in Communicable Disease investigations; OR,
  4. Five (5) years of work experience in Communicable Disease investigations.

Notes:

  • A current CPR card is required at time of appointment and must be maintained throughout employment in this class.
  • A State of California Phlebotomy License must be obtained within six (6) months of employment, or an equivalent license that allows phlebotomy such as a Registered Nurse (RN) or Licensed Vocational Nurse (LVN) license with special certification for Intravenous (IV) Therapy and Blood Withdrawal.
  • Incumbents in the HIV, STD, and Hepatitis program are required to complete HIV Testing and Counseling Certification within six (6) months of employment.

CONDITION OF EMPLOYMENT

As part of the County of San Diego's pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.


EVALUATION PROCESS

Qualified applicants will be placed on a six (6) month employment list based on scores received during the evaluation of information contained in the supplemental questionnaire. Please ensure all information is complete and accurate as the responses you provide on the supplemental application form will be reviewed using an automated evaluation system.
