The CommercialAppraisal Team at Douglas County is responsible for producing the real estateassessments of thousands of improved and vacant land parcels, that cover theentire spectrum of non-residential real estate valuation. This position isresponsible for the management of the team, including supervising staffappraisers in the completion of operations, such as complex mass appraisals,and single property appraisals. Work involves a wide range of duties includingplanning, organizing and directing operations, as well as determining goals,objectives and activities of appraisers.

DUTIESAND RESPONSIBILITIES: (The following examples are illustrative only and are notintended to be all-inclusive.)

  • Plan and organize Commercial Appraisalactivities and administrative operations to comply with best appraisal practice,Colorado's assessment calendar, the Assessor's Reference Library (ARL),Colorado Revised Statutes (CRS), Uniform Standards of Professional AppraisalPractice (USPAP), as well as goals and objectives of the Douglas CountyAssessor's office as prescribed the County Assessor.
  • Supervise commercial appraisers related tothe discovery, listing, classification and valuation of all non-residential propertywithin Douglas County that is assigned to the team.
  • Prioritize and coordinate workloads, assignand review work product.
  • Develop policies, procedures, training plansand internal SOWs that are compliant with Colorado law and best appraisal practice,and coordinate with Assessor goals and objectives.
  • Supervisory duties include hiring,performance management and employee development such as planning, coaching, andperformance evaluations as well as disciplinary decisions and discussions.
  • Train staff appraisers concerning procedures,laws, regulations, appraisal techniques and methods, and the use of a varietyof references.
  • Utilize resources including, but not limitedto, cost and construction manuals, market comparable, income and expense data,USPAP, and the State Division of Property Taxation manual (Assessor's ReferenceLibrary), Costar and other third-party services.
  • Evaluate new software and services for the purposeof improving assessments or efficiency of the appraisal process.
  • Monitor, analyze and review commercial valuesfor reappraisal. Analyze commercial sales ratios for state audit compliance andmake corrections.
  • Confer and coordinate with analysts in massappraisal processes and procedures, including market area formulation.
  • Supervise and train Commercial Appraisers insales verification review.
  • Manage commercial property appeals at theAssessor level. Represent the Assessor's office as an expert witness at alllevels of appeal.
  • Research, prepare and analyze supportingdocumentation for testimony in abatements, State Board of Assessment Appeals (BAA),Arbitration and District Court Cases.
  • Work with the Appeals Administrator, DeputyAssessor, County Assessor and County Attorney to analyze, interpret, strategizeand prepare for assessment appeal cases.
  • Communicate with the public concerningappraisals; explain and/or discuss applicable laws and codes.
  • Work directly with other management positionsto develop office procedures and training and to meet Assessor's goals anddeadlines.
  • Attend and conduct seminars, classes andworkshops related to the appraisal processes.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES:  This position supervises all commercial appraisers and any clerical or temporary staff assigned to the commercial division.

DIFFICULTY OF WORK/CONSEQUENCE OF ERROR:  Consequence of error includes non-compliance with State reporting requirements, non-compliance with State Statute, inaccurate data, incorrect assessment values resulting in loss of revenue to the county and other taxing entities, added expense in the event of a state ordered reappraisal, and public dissatisfaction.

CONTACTS:  This position has daily contact with co-workers, supervisors, building departments, representatives of county departments and other agencies, and regular substantial contact with property owners, builders, independent appraisers, attorneys and tax representatives.

INDEPENDENT JUDGMENT:  Work requires the exercise of initiative and independent judgment in establishing and implementing work methods and procedures within established policy.



MINIMUM QUALIFICATIONS:

EDUCATION,EXPERIENCE and LICENSING:

  • An undergraduate degree in appraisal, real estate, economics, finance or a related field from an accredited four-year college or university is strongly preferred.
  • Appraisal education equivalent to that required of a Certified General Appraisal License is required.
  • Eight years or more of progressively responsible appraisal experience that includes vacant land, office, retail, industrial, hospitality and special purpose property is required.
  • Direct experience in the management or supervision of valuation professionals is required.
  • Direct experience in Ad Valorem/Mass Appraisal is strongly preferred.
  • A Certified General Appraisal license is strongly preferred. A current appraisal license issued by a state licensing authority is required.  A Colorado appraisal license or certification in required within two years of hire.

LANGUAGESKILLS:

  • Ability to communicate in a logical, accurate and clear manner in both oral and written form.
  • Ability to establish and maintain effective working relationships.

MATHEMATICALSKILLS:

  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Knowledge of statistics and mass appraisal modeling.
  • Basic knowledge of MRA, valuation models, and statistical testing as applicable to the mass appraisal process.

COMPUTER SKILLS:

  • Working knowledge of the Windows environment, file management, file sharing.
  • Working knowledge of Microsoft Office applications, including development of spreadsheet applications for appraisal analysis.
  • Working knowledge of web browser, online services, digital communication, Outlook, Teams.
  • Working knowledge of CAMA and related software systems such as Apex.

OTHERSKILLS/REQUIREMENTS:

  • Extensive knowledge of appraisal procedures and methods, mass appraisal techniques in conjunction with knowledge of building design, construction, materials, cost resources, depreciation methods, land values, land uses, and zoning.
  • Working knowledge of laws and regulations as they apply to real property appraisal and assessment.
  • Knowledge of supervisory principles and practices.
  • Ability to read and interpret maps, blueprints, and legal descriptions.
  • Must have strong organizational skills as well as strong written and verbal communication skills.

REASONING ABILITY:

  • Ability to apply common sense understanding to interpret, provide, and carry out instructions in written, verbal and diagram form.
  • Ability to make generalizations, judgments or decisions, based on available information.
  • Ability to analyze data and make competent, supported conclusions and recommendations.

CERTIFICATIONS, LICENSES, ®ISTRATIONS: Mustpossess a valid Colorado Driver's License upon hire, with complying insurance.Review of motor vehicle record is required at time of hire and periodicallythroughout employment.

PHYSICALDEMANDS:  While performing the duties of this job, theemployee is regularly required to sit, operate office equipment, operate a motorvehicle, and perform on-site inspections in the field.   The employee is regularly required to talkand hear.  Specific vision abilitiesrequired by this job include close vision and the ability to adjust focus. The position requires the ability to safely and competently inspectconstruction sites that include significant hazards, at times in adverseconditions.

WORKENVIRONMENT
:  Work is usuallyperformed in a typical office environment and in the field.  Fieldwork requires exposure to the weatherelements, construction hazards, and other adverse conditions.
