The New York Power Authority (NYPA) Project boasts ten strategically located Clean Power Plants (SCPP) throughout New York City, all centrally managed from the control room in Astoria, NY. With the collective power of ten General Electric LM6000 Combustion Turbines operating in simple cycle mode, these plants deliver a combined capacity of 450 megawatts, ensuring reliable and sustainable energy to meet the city's growing demands. This innovative network underscores NYPA's commitment to powering New York City with efficient, environmentally friendly solutions.

Opportunity Summary

The Combustion Turbine (CT) Operator / Technician's role entails the responsible, safe, and efficient management of ten (10) GE LM6000 Combustion Turbines spread across six different sites. They diligently adhere to all safety and environmental regulations to ensure the well-being of employees and the public. Additionally, they maintain open communication with the assigned Remote Control Operator for personal and personnel safety, as well as other management needs.

The CT Operator/Technician is also tasked with the maintenance, troubleshooting, and repair of mechanical, electrical, instrumentation, and control equipment. This encompasses a range of equipment, including gas turbines, auxiliary components, gas compressors, motors, pumps, PLCs, and various other auxiliary equipment.

Essential Duties and Responsibilities

  • When at a plant site, the CT Operator/Technician may be required to start up, operate, and shut down Combustion Turbine(s) and auxiliary equipment as needed.

  • Read meters, gauges, or monitor automatic devices to record data such as equipment operating temperatures, vibrations, operating hours, pressure, and fluid levels to verify operating conditions.

  • Observe, record, and evaluate system conditions, as well as maintain and review operational and maintenance reporting logs to keep management informed of unusual conditions.

  • During maintenance and overhaul periods, report progress of work as needed, even when not on an assigned shift, may be required.

  • Read P&ID diagrams and utilize facility operating procedures and equipment technical manuals to maintain, troubleshoot, and repair facility equipment to ensure equipment operates within the specified operating range is essential.

  • Overhaul and repair of plant equipment such as Combustion Turbines, generators, pumps, fans, motors, gas compressors, and water treatment systems is performed as required, and maintenance actions are recorded on Work Order forms.

  • Full support of the use of the Maximo Computerized Maintenance Management System (CMMS) is displayed by the CT Operator/Technician, along with dedication to the facility maintenance philosophy.

  • Understand, comply with, and take on specific tasks/responsibilities assigned in all regulatory procedures and facility safety standards.

  • Duties related to handling hazardous materials and wastes, as well as spill prevention and control, are performed as directed by Facility Management in accordance with applicable regulations. Initial orientation and annual classroom training are provided together with on-the-job training to demonstrate understanding of essential information for regulatory compliance and documentation.

  • Preparedness to work shift hours, overtime, or irregular hours as needed to support reliable operation of the facility is expected.

  • Keeping all training requirements current, including First Aid, CPR, OSHA, using Web-Based GPi Learn, and other available training modules, seminars, and courses offered by NAES Corporation is essential.

  • When assigned to the control room, responsibility for monitoring the status of all plant systems on a continuous basis fall on the CT Operator/Technician.

  • Ensure alarms and upset conditions are properly cleared by taking appropriate corrective actions. Execute plant shutdown and start-up procedures as required, and ensure that the plant meets its generating requirements while operating in a safe and efficient manner within environmental regulations (federal, state, and local).

  • Operating from established and well-known procedures under general directions and minimum supervision, and having the authority to control plant operations safely, with the goal of achieving no recordable accidents in compliance with all environmental permits is required. Decisions are made within prescribed operating guidelines.

  • Conduct periodic log and record reviews to ensure that lockout/tagout procedures, equipment status, and designated administrative systems function effectively.

  • Active participation in the administrative maintenance of plant operating manuals, technical references, prints, diagrams, and preventive/predictive maintenance records is expected.

  • Provide support to field technicians in the execution of maintenance plans by offering assistance (Lockout/Tagout), equipment identification, troubleshooting, work request preparation, or other areas as needed.

  • Lastly, full support and active participation in NAES Safety and Regulatory Compliance Programs are vital components of the role.

Effectiveness in carrying out this responsibility is part of the evaluation of each employee’s performance.

Physical Requirements and Working Conditions

Physical requirements include standing for extended periods of time, stair and ladder climbing and routinely lifting up to 50 pounds. Protective equipment must be worn in the performance of some duties (e.g. hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves and high voltage protective equipment, etc.). Work with hazardous materials may be required. There are extensive smoking restrictions in and around the facilities.

Fitness for Duty

All personnel will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.  

Work Schedule

The standard schedule consists of a 12-hour rotating work shift, with 4 days on followed by 2 days off, and includes 20 hours of built-in overtime. Position requires extended working hours and varied shifts with weekend and holiday work, as required by schedules, work load and plant conditions. "On call" status will periodically be required.

Compensation

The initial hourly rate will be $57.81 per hour.

Job Qualifications

  • Ability to understand procedures and instructions specific to the area of assignment as would be acquired in four years of high school.
  • Associate Degree in a technical field desirable.
  • Experience in starting up, operating, and shutting down Combustion Turbines, as well as proficiency in reading meters, gauges, and monitoring devices.
  • Ability to perform maintenance and overhaul of plant equipment, demonstrating proficiency in operating and maintaining this equipment.
  • Strong technical background and knowledge of Combustion Turbines, auxiliary equipment, and plant systems.
  • Experience with General Electric LM6000 Combustion Turbines is desirable.
  • Proficiency in comprehending P&ID diagrams and technical manuals, adeptly maintaining and troubleshooting facility equipment, and ensuring operational compliance within specified parameters.
  • Previous experience in the power plant industry, particularly in a similar role or with exposure to power generation processes and equipment, is highly desirable.
  • Understanding and compliance with regulatory procedures and facility safety standards, including handling hazardous materials and wastes, spill prevention, and lockout/tagout procedures.
  • Must possess excellent organizational, oral, and written communication skills.
  • Must possess and maintain a valid Drivers License at all times.
