Summary Statement
This position is responsible for assisting with the management of collegewide operations and special projects in the Human Resources division, in collaboration with the directors of Human Resources, the assistant vice president for Human Resources and the vice president for Human Resources and equity, diversity & inclusion. An incumbent will exercise independent judgment and discretion while providing technical leadership on collegewide initiatives and projects that require a high level of attention to detail, data analysis and technical expertise. Initiatives and projects could include but are not limited to classification and compensation changes, technology enhancements, employee benefits, recruitment and training and other projects as assigned.
Nature and Scope
An incumbent in this collegewide leadership position reports to the assistant vice president for Human Resources. Typical reports into this position could include other Collegewide Human Resources staff. Typical contacts are Human Resources staff, other employees of the College as appropriate, officials at other State agencies, members of President's Council, deans and directors and the general public. Many contacts, due to the nature, require the exercise of significant tact, discretion, and confidentiality.
Principal Accountabilities
An incumbent may perform any combination of the below listed accountabilities:
1. Responsible for managing Collegewide Human Resources initiatives and projects as appropriate and assigned.
2. Assists in developing, recommending, and implementing policies, procedures and Human Resources process changes which promote equity, diversity and inclusion.
3. Collaborates with the Collegewide Human Resources leadership team. May directly supervise Human Resources staff.
4. Serves as the designee for State of Delaware standing Human Resources meetings and committees as appropriate. Remains current with State of Delaware changes to policies, practices, and technology in the Human Resources discipline.
5. Provides Human Resources data analysis and reporting to College leadership and external stakeholders.
6. Assists in developing and recommending changes or additions to College policies and procedures directed at improving employee relations, morale, communications, efficiency and productivity.
7. Makes recommendations to the assistant vice president for Human Resources and the vice president for Human Resources and equity, diversity & inclusion on related issues to effect proper Human Resources solutions.
8. Facilitates meetings and presentations related to assigned projects on behalf of the Human Resources division.
9. Collaborates with the Human Resources leadership team in the development and allocation of the Collegewide Human Resources budget.
10. May serve as the Human Resources liaison on IT and/or procurement committees.
11. Ensures maintenance of complete and accurate files and records.
12. Performs other related duties as required.
Knowledge Skills and Abilities
  • Knowledge of the principles and practices of Human Resources public administration.
  • Knowledge of federal and State laws, rules and regulations pertaining to Human Resources administration.
  • Knowledge of government procurement, request for proposal (RFP), and vendor selection policies and procedures.
  • Knowledge of budget development.
  • Skill in the collection, analysis, and presentation of data from a variety of sources.
  • Skill in project management practices and procedures.
  • Skill in oral and written communication, including presentations.
  • Ability to lead a team of diverse members through project methodology and provide guidance when needed.
  • Ability to identify and analyze problems/needs/issues, assess their impact and make recommendations.
  • Ability to use sound judgment and reach logical conclusions.
  • Ability to maintain confidentiality and tactfully handle sensitive matters.
  • Ability to supervise staff.
  • Ability to effectively communicate and relate to a diverse population in a multicultural environment.

Minimum Qualifications
Master's degree in a relevant field and two (2) years of relevant experience; or Bachelor's degree in a relevant field and four (4) years of relevant experience.
