Leasing is responsible to identify and lease space for City agency operations on behalf of the city as a tenant. Leasing's objective is to timely negotiate cost effective leases that satisfy the client agency's requirements, while conforming to the City's requirements, policies, and procedures. This work is accomplished by in-house staff or by the tenant representative brokers with whom DCAS has contracted. The City has a portfolio of 447 leases for City agencies in privately owned properties totaling approximately 23 million square feet. These leases range in size from approximately 700 to 660,000 square feet. Leasing also manages a portfolio of approximately 300 short term agreements and 100 long term agreements that allow the private use of certain City-owned properties, consistent with City requirements, policies, and procedures. The short-term agreements generate more than $5 million in annual revenue, while the long-term agreements generate approximately $60 million annually. Staff is responsible for all aspects of administering these agreements including renewals, the intake and review of new requests and ensuring compliance with lease terms.
The College Aide will provide a wide range of administrative, clerical, and minor para-legal functions to support the Directors, Transaction Managers and Transaction Specialists and to ensure efficient and effective unit performance.
Responsibilities will include:
- Conducts in-depth surveys in Co-Star, Compstak and other sources of Market information in conjunction with our Tenant Representatives in order-to identify potential lease opportunities, as well as produce supporting comparable leased properties to determine and justify lease rents.
- Unilaterally drafts term sheets, Letters of Interest (LOIs), and other negotiated instruments.
- Responsible for the efficient and effective management of assigned portfolio of leased properties under the direction of the Assistant Director of Leasing.
- Actively participate and help organize meetings with agencies, Landlords, Tenant Representatives, and other DCAS lines of service on his/her dedicated portfolio.
- Takes ownership of the entire Agency Review Committee, ARC package process, and helps to present to our oversight committee (Office of Management and Budget) for approval of transaction.
- Conducts site tours with agencies, with Tenant Representatives, Landlords, and other DCAS support lines.
- Acts as liaison between Tenant Representative, D&PM, and agencies as a single point of contact for all deliverables and project timelines throughout our leasing process.
- Produces ad-hoc reports and analyses as required, including lease research/administration, rent reconciliations, discounted cash flow projections, and other financial projections.
- Manage the in-house database. Help with the quality control of central files. Review that all appropriate documents are in the database and the file names are correct.
- Compare Term Sheets with lease drafts and prepare Agency Review Committee, ARC packages.

Qualifications
For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.
SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
