Purpose and Summary
A hybrid position that includes a variety of clerical and general office tasks, and helps perform administration of the County Sanitary Ordinance, County Shoreland and Floodplain Ordinances. Also, works regularly with Conservation Division staff on various programs.
Essential Duties
  • Acts as a fiscal agent for the Conservation Division by issuing receipts, and recording payments, balancing ledgers, maintaining grant funding receipting, assisting with preparing the department's annual budget, etc. using the county's financial software.
  • Operates computer equipment and software including but not limited to:Word, Excel, Access, Publisher, ArcMap, GCS Tax Software, Laredo, POWTS Tracking Software, various GPS equipment, etc. Generates mailing lists and labels using a variety of computer applications and databases.
  • Prepares correspondence, public notices, and contracts as directed. Produces quarterly newsletter after compiling, organizing and editing submitted articles, writing supplementary articles and aesthetically formatting the publication.
  • Acts as recording secretary for the department's liaison committee, creates agenda packets, attends all committee meetings, takes minutes, distributes literature to committee members. Assists with issuing and receipting recreational permits. Performs scanning and cataloging of relevant documents. In partnership with other key staff issues Farmland Preservation Program certificates of compliance, notices of noncompliance, schedules of compliance, and zoning certificates. Responsible for mailings, advertising, invoicing, tracking, website/social media updates, general organization and printing for Department's annual tree sale. Works with the Deputy Director to help prepare annual reports for both County and State agencies.
  • Periodically reviews Shoreland/Floodplain Zoning & POWTs Permit applications and helps explain permit procedures to landowners, buyers, realtors, and contractors. Periodically assists and performs on-site reviews of shorelands, floodplains, and wetland areas, as well as pre- and post-construction inspections. Periodically assists in the administration of the State mandated septic system maintenance program.
  • Helps answers the telephone and gives general information in response to public and private inquires. Assists the public at the front counter.

Qualifications
  • Graduate from an accredited four-year college or university with a Bachelor's Degree in Land Use, Natural Resources, or a related field; or an Associate's Degree in one or more of the above fields and 2-years experience; or 5 years professional experience in the field are required. Coursework or experience in soil science is highly desirable. Ability to work independently and as part of a team to attain the goals of the Department.
  • Must be able to multitask and prioritize projects to meet deadlines. Experience in environmental planning and zoning, property descriptions, natural resources management, and related areas. Ability to interact effectively with co-workers, public officials and agencies, licensed and professional persons, and the general public.
  • Ability to read and interpret real estate descriptions, maps, aerial photographs, and related land records is desirable. Able to fulfill physical demands, sensory demands (seeing and hearing), and cognitive demands (concentration, conceptualizations, memorization) of the job.
  • General knowledge of Microsoft Office suite of programs as well as GIS/GPS programs/hardware. Ability to take direction and learn from the other Department Conservation & Code Administration staff.
