Summary of Duties

Works with property owners, residents, landlords, and businesses to ensure compliance with property codes and support neighborhood preservation. Enforces codes and ordinances for compliance with minimum requirements and ensures standards for property maintenance and housing by conducting systematic and complaint-initiated inspections.

Essential Duties and Responsibilities

  • Enforces the Property Maintenance Code for all residential and commercial properties by conducting systematic exterior inspections throughout the City;
  • Enforces the residential code by inspecting rental housing and residential construction and remodeling projects;
  • Conducts pre-occupancy inspections which may be in conjunction with the Fire Department to determine if the occupancy space or unit meets applicable codes and regulations.
  • Administers neighborhood outreach programs by working with the Community Development Department staff and/or outside agencies to provide property improvement assistance to owners and tenants;
  • Responds to complaints from the public regarding possible code violations;
  • Conducts systematic area inspections of the City to identify unauthorized work or occupancy started without first obtaining required permits, and contractors performing work without an applicable license.
  • Issues Stop Work Orders and Notice of violation of the City Code as necessary.
  • Educates property owners and residents regarding property maintenance codes through written and oral communication;
  • Provides back-up in performing the duties and responsibilities of a Permit Technician as needed;
  • Assists with special projects and performs other similar duties as assigned.

Minimum Qualifications

  • Must possess a high school diploma or equivalent and at least one (1) year of related experience, or the equivalent combination of education and experience;
  • Must obtain and maintain appropriate ICC certification within eighteen (18) months of employment;
  • Must possess a valid driver’s license.

Knowledge, Skills, Abilities and Competencies

  • Knowledge of the Municipal and International Code Council (ICC) codes;
  • Knowledge of basic electrical, plumbing, and mechanical codes;
  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships with citizens, co-workers, and representatives of other agencies, including individuals with various educational, lingual, and economic backgrounds;
  • Skilled in oral and written communications with others, including superiors, peers, subordinates, the business community, and the public;
  • Ability to interact effectively with individuals who may be confused, upset, or irate;
  • Ability to remain calm and level-headed during times of high pressure or stress;
  • Ability to read construction drawings, solve technical equations and research relevant building, mechanical, HVAC, plumbing, and property maintenance codes;
  • Ability to use portable and desktop computer and related software;
  • Ability to enforce regulations firmly, impartially, and professionally;
  • Ability to analyze situations and issues accurately, identify solutions while understanding consequences and identify a course of action;
  • Ability to accurately organize and maintain paper documents and electronic files;
  • Ability to consistently demonstrate sound ethics and judgment;
  • Ability to use City resources effectively and efficiently.

Work Environment, Physical Demands, and Other Requirements

  • Work is performed in an office environment and in the field, exposed to weather, and in close quarters;
  • May be required to sit, stand, climb or balance, talk and hear, see, and operate a motor vehicle;
  • May be required to lift/move up to 25 pounds (such as a box of paper);
  • Must be available to attend evening Municipal Court hearings;
  • Must be available to respond to emergencies or high priority situations.
