Summary
Starting pay for position: $21.00-$25.20 per hour
Under general supervision, performs a variety of technical duties involved in investigating potential zoning and code violations, and enforces municipal and state codes, ordinances, and regulations related to zoning and nuisance abatement.
Essential Duties and Responsibilities
The following duties and responsibilities are not all inclusive. Other duties may be assigned.
  • Reviews, enforces, monitors, and re-inspects for compliance to specific statutes, rules, regulations, laws, ordinances, and City policies through on-site audits, reviews, and inspections.
  • Investigates and resolves complaints regarding vacant and derelict buildings and other compliance issues, and presents information to citizens regarding code violations.
  • Issues notices, orders, summons, and citations.
  • Assists Community Service Officer when necessary to enforce animal codes and ordinances.
  • Represents the City in court when the city has cited a citizen or business for code violations.
  • Organize and issue weed abate, when appropriate.
  • Maintain files, written reports, memos, records, and other forms of correspondence related to daily activities, citations, and code violations.
  • Operates vehicle and radio in performance of duties.
  • Provide input for revisions to City codes and ordinances.
  • Assists City Clerk in liqueur and solicitor's licenses.
DISTINGUISHING CHARACTERISTICS
SUPERVISORY RESPONSIBILITY:
No supervisory responsibility.
GUIDANCE AND DECISION MAKING:
Procedures, methods, and techniques to be used are well established with options to be considered well defined. Detailed oral and/or written instructions are normally given during the training period. Duties assigned are repetitive and restricted in scope but may be substantial intricacy. Employee primarily applies standardized practices. Work product is subject to continual review.
INTERPERSONAL COMMUNICATIONS:
Contacts with public and/or employees under stressful or emergency conditions where an immediate service is rendered and explanatory or interpretive information is exchanged, gathered or presented.
PHYSICAL DEMANDS:
Work is generally performed in an office environment where exposure to temperature extremes, contaminants, and noise are not normally encountered. Hazards are minor and controllable.
While performing the duties of this job, the employee is regularly required to sit, stand, walk, talk, use hands, fingers, handle, feel, or operate objects, and stoop, kneel, crouch, or crawl. The employee is occasionally required to reach with hands and arms. Employee must communicate clearly and effectively; must understand and be understood. On occasion, the employee may be required to climb and balance. The employee must occasionally carry, pull, push, or lift up to 20 pounds. Specific vision abilities required by this job include close and distance vision acuity and the ability to adjust his or her focus, allowing a broad field of vision. It is essential that the employee be physically able to operate a variety of computer and office equipment successfully in order to fulfill the essential functions of this position.

  • May be exposed to extremes of heat and cold in all weather conditions.
  • Subject to hazardous conditions where there is danger to life, body, and/or health.
  • Assist with emergency or crisis situations.

Qualifications and Requirements
Basic knowledge and ability to learn:
  • Safe and efficient work practices as they relate to zoning and Code Enforcement.
  • Basic principles, practices and techniques of nuisance code and other ordinances.
  • General City services and municipal organizational structure as they relate to Code Enforcement.
  • Demonstrate exceptional customer service.
  • Read, analyze and interpret general instructions periodical, journals, technical procedures and governmental regulations in English.
  • Demonstrate ability to write reports, business correspondence and summonses.
  • Bi-lingual a plus.
Education, Training and Certification Requirements:
  • High school diploma or equivalent.
  • Able to work evenings and weekends.
  • Valid Colorado Class "R" Driver's License at time of application.
EXPERIENCE REQUIREMENT:
  • None.
