Job description

The Code Enforcement Manager performs day-to-day administration and supervision of the Code Enforcement Division. The Code Enforcement Manager ensures inspections are completed in accordance with Florida Statute 162 and the City Code of Ordinance. Employee oversees the Code Enforcement Board by preparing cases for presentation and testifying as necessary. Employee is responsible for reviewing complaints and assisting subordinates in developing recommendations to resolve any complaints concerning code violations. Employee also provides support and/or assistance to employees, the general public, and property owners as necessary.

ESSENTIAL JOB FUNCTIONS

  • Interprets and enforces the provisions of applicable federal, state, and local codes, ordinances, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
  • Responds to complaints and questions concerning code violations and Code Enforcement issues; provides information and technical assistance to citizens and subordinates; researches problems and initiates problem resolution; discusses problem areas with property owners, property managers, and contractors; mediates disputes between neighbors.
  • Performs inspections of buildings and property for conformance with applicable codes; conducts re-inspections as needed; verifies permits and local business tax receipts; monitors vacant houses for security; photographs violations for evidence.
  • Researches property records to determine ownership of property.
  • Maintains a list of vacant properties for potential demolition and oversees the demolition process in coordination with the Building Official.
  • Reviews the officer's cases to see case data is in order, photographic records of violations, inspection activities are maintained, violation notices are properly distributed and provides input on the status of corrective actions.
  • Prepares or completes various forms, reports, correspondence, logs, citations, violation notices, warning notices, or other documents.
  • Conducts standard housing inspections of residential units subject to city issued rental licenses and permits for compliance with nationally recognized housing standards and City's residential rental program; oversees that corrective measures of property maintenance code requirements for rental property are completed; assists in resolving property maintenance non-compliance issues and findings.
  • Oversees the Code Enforcement Board preparing a power point presentation, making certain that cases of the code officers are properly prepared, and the violators are properly noticed and testifies as necessary.
  • Conducts field inspections and issues courtesy written and/or verbal legal notices of code and regulation violations.
  • Performs administrative and supervisory work as required, including preparing and administering assigned division budget.
  • Participates in neighborhood watch meetings, community meetings and HOA meetings, in coordination with the Community Relations Unit.
  • Maintains appropriate records and files.
  • Interacts with city attorney in preparation of Code Enforcement cases.
  • Interacts with other city, county, and state agencies to enforce violations.
  • Interacts with general public in the enforcement of city codes.
  • Establishes and maintains cooperative working relationships with city officials and employees, the general public and representatives of other agencies toward the accomplishment of assigned projects.
  • Plans, schedules, supervises, and evaluates Code Enforcement inspection personnel to ensure quality standards and timely completion of all inspections.
  • Supervises systematic site inspections of properties and structures within the city to ensure compliance with all applicable city, state and federal codes and regulatory requirements and enforces all aspects of the City's codes and ordinances.
  • The majority of position duties are required to be performed on-site.
  • Investigates code or ordinance non-compliant conditions on private property, public property and on business establishments.
  • Reviews case documentation and incident reports.
  • Presents evidence in various legal proceedings.
  • Essential Employees may be required to work during a declared or undeclared emergency.
  • Performs other related job duties as assigned.
  • Must possess general understanding of modern inspection techniques and land legal descriptions; ability to make effective presentations; apply codes in a fair, equitable manner; deal with public in a diplomatic, effective fashion; perform research and write detailed reports; ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience.
  • Ability to communicate effectively in oral and written form.
  • Ability to adapt to an evolving and continually improving environment.
  • Must be a self-starter with the ability to work independently with minimal supervision.
  • Knowledge of investigative principles, methods and techniques, and case management principles for preserving evidence and establishing documentation and an audit trail for legal purposes.
  • Knowledge of the principles and practices of the Code Enforcement process.
  • Knowledge of geography, streets and principal locations of the city.
  • Skill in applying sound principles of independent judgment and discretion during inspection activities.
  • Skill in the use of a variety of computer programs, including Microsoft Office, and various other office equipment.
  • Ability to review applications, interpret and apply basic code requirements.
  • Ability to provide administrative support ensuring public notice and legal advertisement requirements are met.
  • Ability to maintain effective oral and written communications with the staff, as well as other employees and the general public.
  • Ability to work with public and private interests in achieving goals of the Department with regard to complex and diverse Code Enforcement topics.
  • Ability to operate a PC as a tool in communication, analysis and design.
  • Ability to work independently and carry out assignments to completion with minimum supervision, adhere to prescribed routines and practices, maintain complex records, and make reports requiring extreme accuracy.
  • Ability to effectively communicate and speak before public groups and respond to questions.
  • Ability to gain trust and cooperation of others to effectively communicate concepts and ideas.
  • Ability to work effectively with a variety of staff, other governmental representatives, and the public.
  • Ability to deal tactfully and courteously with the public and maintain composure in difficult and/or stressful situations.
Bachelor's degree with five (5) years' experience in Code Enforcement and inspection of properties for compliance with recognized standards or related field; or an equivalent combination of education, training and experience and two (2) years of Code Enforcement supervisory experience.
Special Qualifications:
For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire. Must possess FACE Fundamentals of Code Enforcement, Administrative Aspects of Code Enforcement, Legal Issues in Code Enforcement, Officer Safety & Field Applications (formerly Levels I, II, III and IV) certifications in Code Enforcement. Housing Rehabilitation Inspector, Property Maintenance & Housing Inspector, Contractor Licensing Certification, Stormwater & Erosion Inspector and Environmental Noise Measurement Certifications preferred.The work is generally medium and may require exerting up to 50 pounds of force occasionally, and up to 30 pounds of force frequently, and up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow or slippery surfaces.
  • Dexterity: Primarily with fingers, as in picking, pinching, or typing.
  • Grasping: Applying pressure with the whole hand.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Ability to hear and understand at normal speaking levels with or without correction.
  • Mental Acuity: Ability to make rational decisions.
  • Reaching: Ability to extend hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking / Talking: Ability to communicate clearly, accurately and concisely through speech.
  • Standing: Particularly for sustained periods of time.
  • Visual Acuity: Ability to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles; including color, depth perception, and field vision.
  • Walking: Ability to move on foot for long distances or moving from one work site to another.
