Basic Function
About the Position
Under the direction of the Building Official, perform technical work in the inspection of property, existing buildings and construction sites to assure compliance with building codes, land use regulations and related City ordinances; respond to and resolve complaints and disputes concerning City codes; collaborate with businesses and residents to achieve compliance; prepare and maintain a wide variety of code enforcement records, reports, notices, and files; present staff reports at public meetings as necessary. This position is overtime eligible and a member of the AFSCME Collective Bargaining Unit.
Interviews for this position will be in-person at SeaTac City Hall. Candidates who are invited to interview will need to complete an in-person assessment immediately prior to their interview time.

Representative Duties
All responsibilities listed under this section are considered essential functions of the job.
  1. Respond to complaints of potential civil code violations relating to property maintenance, land use and zoning, environmental critical areas, nuisances, noise, clearing and grading, pollution, signs, or other related regulations on commercial and residential properties and construction sites as needed. E
  2. Conduct field investigations of potential violations; gather evidence; interview complainants, property owners, tenants, and other witnesses; compare facts to code requirements; make findings; request voluntary compliance; issue warnings, notices of violation, civil notice, and orders, and stop work orders. E
  3. Meet with property owners, tenants, contractors, developers, business owners, and other responsible parties to educate, review and explain code requirements, actual or potential code violations, and the Code Compliance process. E
  4. Contact persons responsible for properties; advise them of code requirements, violations, and timelines for compliance; secure voluntary Code Compliance, when possible, prepare and send notices as needed; issue notice and orders as needed; issue citations as needed; initiate collection of fines when appropriate; and begin abatement actions following established procedures. E

Required Education and Experience
  • Associate's or bachelor's degree in construction management, public administration, public safety and justice, planning or related field is required.
  • A minimum of five (5) years increasingly responsible code enforcement or investigative experience.
OR
  • A combination of education, training and experience that provides the candidate with the knowledge, skills, and abilities to perform the job.

Licenses and Other Requirements
  • Valid Washington State Driver's License required by date of appointment.
  • A satisfactory three-year driving abstract record, submitted prior to hire.
Preferred
  • Public relations experience preferred.
  • Bilingual or multilingual abilities preferred.
  • American Association of Code Enforcement (AACE) certification preferred.
  • ICC Property Maintenance & Housing Inspector certification preferred.

The successful candidate must have successful references and pass a criminal background check prior to hire.

Deferred Compensation:
Employees have the option of contributing to an MissionSquare 457 plan.
Paid Leave:
  • Accrue 8 hours of sick leave per month
  • Accrue 8 hours of vacation leave per month
  • 11 paid holidays; 2 floating holidays per year
  • Management leave for exempt personnel
