Job description

Responsible for compliance with the City's zoning, residential parking, and related health, safety and housing regulations. Serve as Department specialist on zoning issues.

Pay Grade 17: $30.63 - $34.15
  • Respond to complaints and concerns of citizens and City departments. Direct unrelated inquiries to appropriate person or department. Inform other City departments of issues which may concern them.
  • Work with property owners who wish to comply or are out of compliance with a City regulation. Advise property owners of potential code violations and alert colleagues within Permitting & Inspections of potential issues. Explain applicable regulation, guide them through the permitting process, monitor deadlines, negotiate terms, demonstrate appeal process, submit evidence of non-compliance to City Attorney's Office, etc.
  • Conduct site inspections on a routine, targeted and complaint-initiated basis. Document findings. Issue findings, clear instructions, letters, orders, tickets, fines and/or penalties per established protocols. Research validity of all complaints and respond to complainant as per established protocols.
  • Maintain electronic and paper files on all (past, current or proposed) complaints and compliance matters.
  • Appear before the Development Review Board, State courts, commissions and other judicial boards, as required.
  • Assist the (Assistant) City Attorney on litigation matters and provide testimony as necessary.
  • Assist other city staff in regards to zoning concerns and enforcement inquiries.
  • Perform inspections for Zoning Certificate of Occupancy requests in accordance with established protocols.
  • Assistant Zoning Administrative Officer duties as assigned per 24 V.S.A. §4448 and Comprehensive Development Ordinance Article 2, Part 3.

Non-Essential Job Functions:
  • Performs other duties as required.
  • Ability to actively support City diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.
  • Demonstrated commitment to diversity, equity and inclusion as evidenced by ongoing trainings and professional development.
  • Associates Degree and one (1) year of experience in government Code Compliance field, or three (3) years of related experience required.
  • Certification as a deputy health officer, minimum housing inspector, municipal ticket officer and/or other designation as may be determined and required by the Director, or the ability to obtain the necessary certification within one year, is required.
  • Minimum of three (3) years' experience working with computer applications (word processors, spreadsheets, databases) required.
  • Driver's license and reliable transportation required.
  • Knowledge of City of Burlington Ordinances preferred.
  • Ability to effectively communicate in speech and in writing in complex and often stressful situations.
  • Ability to be highly organized and be able to prioritize workflow.
  • Ability to work both in- and out-of-doors, independently and as part of a customer service team in a complex, fast-paced and detail-oriented environment.
  • Ability to travel in a timely fashion within the City in all types of weather conditions.
  • Ability to work nights and weekends, as required.
  • Ability to participate in professional development and training in all relevant areas.
  • Regular attendance is necessary and is essential to meeting the expectations of the job functions.
  • Ability to understand and comply with City standards, safety rules and personnel policies.
