Job description

The City of Avondale is currently seeking a Code Compliance Manager with the Office of Public Safety Department. This is a full-time, FLSA exempt position with benefits.

Manages the Code Compliance Division providing responsible technical expertise and administrative direction. Coordinates the activities of a work team within the department. Develops and maintains a current knowledge of the technical requirements, policies, procedures, and standards of the Code Compliance Division. Responsible for directing, overseeing, and participating in the development of a workgroup plan; assigning work activities and projects; monitoring workflow and performance measures; reviewing and evaluating work products; and coordinating work with other areas of the department and the City. The position serves as a leader analyzing the division's operations, implementing administrative process improvements, a staff training schedule, conducting change management, establishing performance expectations and methods to ensure the City is being maintained and violations are resolved in a prompt manner. Oversee the management of contracts utilized for property cleanup, graffiti, or other needs. Lead staff to ensure all commercial/retail and industrial properties are being maintained to the highest level. Using sound judgement and a proactive approach, the Code Compliance Manager enforces the Property Maintenance Code, City Codes, and Zoning Ordinance.

Supervises and coordinates the activities and training of all personnel assigned to their workgroup. Exercises considerable independence in resolving problems, facilitating solutions, and providing effective and appropriate written and verbal communication with staff, the public, department directors, elected officials, City management, and other interested parties as required.
Develops and implements performance measures and standards to routinely audit the division and individual staff performance, detailed budget and monitoring methods, develop protocols for staff and case assignments, programs and initiatives including public outreach methods, and oversee and audit case follow-up and Code Compliance actions as necessary.
Conducts field inspections and investigations of complex complaints and violations in City ordinances for zoning, property maintenance, housing safety, and other City codes. Performs routine quality checks on inspections to ensure procedures are met.
Establishes and strengthens relationships with neighborhood leaders, HOA and POA Boards, property management companies, concerned citizens, and property owners, and incorporates a team-oriented approach to proactive Code Compliance and investigative procedures and solutions. Must be fully trained in all procedures and policies related to compliance and performs related duties as required.
Manages and prepares the Code Compliance Division budget, tracks expenditures, makes recommendations, and monitors contract spending.
Communicate and problem-solve matters and inquiries that arise from City leadership. Regularly communicate with the Department Directors on proposed improvements, changes, and division operations. Ability to understand and work with the political acumen.
Plans, coordinates, reviews and oversees the work of Code Compliance personnel engaged in the inspection and enforcement of a wide variety of municipal land use, building, property maintenance codes, and Zoning Ordinance regulations.
Responds to citizen complaints and completes follow up on issues either in person, by telephone or with Code Compliance personnel. Researches history of the property for ownership information and previous violations. Communicates with other City departments in documenting complaints.
Oversees and conducts complex inspections and compliance assignments, issues notices and citations for violations, maintains complaint files, and appears as City representative and witness for court matters. Confers with the Department Directors, and the City Attorney as required.
Develops, implements and monitors work plans, manages assigned projects and special assignments. Provides reports, records and documentation as requested. Manages, tracks requests, and responds to all codes inquiries within the City's central CRM System.
Meets and confers with other departments regarding code issues. Organizes, coordinates and supervises citizen group activities while developing volunteer citizen and business groups.
Researches and recommends codes revisions and adoptions. Provides technical assistance to staff and works with the Senior Code Compliance Officer to supervise/lead staff performance and expectations.
Regularly provides reports to the Department Directors on the performance and activities of the Code Compliance Division.
Conducts field inspections as needed related to public transit operations. Performs the duties of Code Compliance, enforcing a variety of applicable ordinances, codes, and regulations related to land use matters, building construction, housing standards, health and safety, property maintenance, fire safety, vehicle laws, and other matters of public concern through field and office functions. Work assignments are very broad in scope and are performed with considerable independence.
Support departments with research, community events, presentations, programs and educational resources. Represents the department as needed on interdepartmental/interagency task forces.Bachelor's Degree from an accredited institution in Planning, Criminal Justice, Public Administration, Business Administration or a related field or any combination of training, education or experience that provides required knowledge and skills, may be considered.
Six (6) years or more of recent extensive work experience as a Code Compliance/enforcement officer, or six (6) or more years of recent work experience associated with zoning enforcement, city code enforcement, and/or neighborhood preservation. Three (3) years of supervisory experience in municipal or related city code/zoning compliance enforcement or neighborhood preservation.
Valid Arizona Operator's Driver's License at time of hire. Must hold at least two (2) or more of the following certifications at time of hire or the ability to obtain the certifications within one (1) year of hire: Property Maintenance and House Inspector Certification, Zoning Inspector Certification, Level I Basic Code Officer Certification or Level II Intermediate Code Officer Certification.Work requires the ability to read technical reports, research and analysis, personnel and administrative policies and procedures, operational guidelines, training manuals, maps, City codes and standards, ordinances, memos and general correspondence.
Requires the ability to perform general math calculations such as addition, subtraction, multiplication, division and basic algebra.
Requires the ability to write reports, memos, notices of violations, citations, documentation, timelines, grant proposals, employee evaluations and general correspondence.
Managing responsibilities include organization and prioritization of work schedules and activities, customer service requests or issues, and departmental short and long range strategic planning.
Responsible for managing, leading and providing direction to Code Compliance officers, division performance measures and work plan, assistants, interns, and volunteers. Provides input on hiring/disciplinary actions and work objectives.
Work is governed by broad instructions, objectives, and policies. Work requires the exercise of considerable initiative and independent analytical and evaluative judgment, problem-solving, communication and customer service.
This position requires considerable public contact and coordination with others external and internal customers. This position requires coordination with various City departments such as Police, Fire, Public Works, Parks and Recreation, Neighborhood and Family Services, Marketing and Public Relations, City Management, and others. In addition, the incumbent may work with individuals outside the City who belong to professional or peer organizations. Working with various city, county, state and federal agencies, and utility companies may also be required. Meetings and discussions may be conducted with City staff, property owners, businesses, management companies and contractors. Employee will maintain regular attendance.
