General Description:

 

The Operational Manager of Rehabilitation is responsible for the oversight, coordination, and leadership of all day-to-day clinic operations at rehabilitation services locations as assigned by the System Director for Rehabilitation Services. In the Operational Manager role, the individual is accountable for multiple sites and services lines in various geographies. Their budget accountability and scope of services responsibilities are significant, and the success of their departments has a large impact on the organization’s success. This position coordinates closely services with other rehabilitation services departments outside of their respective responsibilities, and interfaces with multiple ancillary departments (facilities, laboratory, radiology, pharmacy, IT, infection control, etc.) as well as shared services departments, to provide seamless continuity of care throughout the consortium. The position is responsible for promoting and achieving organizational strategic goals, guiding performance improvement, and building capacity. This position assures patient-centered health service delivery of the highest quality care. The Operational Manager works in a dyad relationship with the Director of Rehabilitation Services in the region where they work and as such has significant budget responsibility and a broad scope of services.

 

Salary: $53.85-$62.49 per hour, DOE.


Key Essential Functions and Accountabilities of the Job

  • Directs administrative, professional, and other management/supervisory staff in the planning, development, and implementation of day-to-day clinic operations in rehabilitation services; assists in the development of administrative policies and procedures that enhance the ability of staff to optimally perform their duties; facilitates the development of a local management team that meets on a regular basis; and ensures appropriate communication with staff at all levels. Ensures effective collaboration between themselves and their clinical dyad partner(s).
  • Functions as the liaison with patients, other SEARHC departments, private health providers, and other organizations. Addresses patient and other consumer concerns; incorporates customer feedback into the development of clinic policies and procedures and planning; and coordinates with local Operations and Medical Leaders to incorporate feedback on clinical services into health care planning.
  • Implements and monitors objectives consistent with the SEARHC Strategic Health Plan, Key Performance Indicators, Population Health, and The Joint Commission. Utilizes continuous quality improvement tools to address operational issues and adherence to regulatory and accreditation standards. Participates or leads local quality improvement and safety initiatives.
  • Monitors patient satisfaction and responds quickly to all patient complaints or concerns. Active planning and implementation of processes to improve customer satisfaction.
  • Optimizes personnel and financial resources, prepares the annual budgets for the clinics in collaboration with clinical dyad partner, local clinic supervisors, finance partners and the Executive Team sponsor, and ensures efficient delivery of health care services within allotted expense budget.
  • Facilitates staff engagement and development through the proactive identification of training needs, coordinates participation in appropriate Consortium wide training opportunities, identifies and addresses unmet needs through the identification of outside resources or the development and implementation of appropriate activities. Fosters teamwork. Creates and maintains a positive and professional work environment.
  • Takes a local leading role, and works collaboratively with multiple departments, to continue the transformation of SEARHC rehabilitation services, including improved user skills, utilization and optimization of the EHR, and maximizing use of telehealth opportunities.
  • Collaborates with community, state-wide, and national programs, agencies, and initiatives to meet the objectives of SEARHC.

Education, Certifications, and Licenses Required

  • Bachelor’s degree
  • Master’s Degree or higher is preferred.
  • Certification through the American College of Healthcare Executives, Medical Group Management Association, or similar organization is preferred. Experience Required
  • A minimum of 7 years of experience in clinic management or other health care administration is required with a bachelor’s degree or 3 years with a master’s degree. This experience should include the supervision of professional staff and financial management (includes budget preparation and management).
  • Bachelor's degree in healthcare related field can be substituted for 3 years of clinic/healthcare administration experience.

  • In-depth knowledge of clinic practice management including staffing and clinic organization, scheduling, and patient flow.
  • Working knowledge of the revenue cycle, facilities management, and other infrastructure areas impacting the clinic.
  • Knowledge of leadership and management principles
  • Knowledge of TJC, CMS, HIPAA, and/or other governing body regulations.
  • Knowledge of liability and risk management principles.

Travel Required:

  • Travel by jet, small plane, and/or ferry may be required.

Safety and Risk Management Responsibilities:

  • Employees are responsible for complying with safe work rules; reporting all accidents and injuries immediately; cooperating in all accident and injury investigations; reporting defective equipment and unsafe conditions.

Physical Demands:

  • While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand; walk; sit; use hands to finger, handle or feel and reach with hands and arms.
  • The employee is occasionally required to climb or balance; stoop, kneel, crouch or crawl. The employee must lift and/or move 50 lbs.

Work Environment:

  • The noise level in the work environment is usually moderate.
