The City of Tacoma's Office of Environmental Policy and Sustainability is seeking to hire a full-time team member who will work across departments and with community partners to ensure our built, natural, and human systems can adapt and are resilient to intensifying climate change impacts. Responsibilities will include leading the coordination of complex citywide efforts, including strategic policy development and implementation of key measures to improve the health, safety, and equitable climate preparedness of our community.

This position supports interdepartmental implementation of the City’s Climate Adaptation Strategy and works to strengthen partnership opportunities.
Essential Duties:
  • Work with Departments to use latest science and research to develop plans and policies that prioritize climate adaptation and resiliency actions, standards and codes that protect systems from risks, and climate-safe capital and transportation projects.
  • Coordinate activities across departments such as Planning and Development Services, Environmental Services, Public Works, Emergency Management, Tacoma Public Utilities.
  • Lead and coordinate multi-jurisdictional coastal resiliency and sea level rise planning and project development.
  • Coordinate activities with partners such as Metro Parks Tacoma, Port of Tacoma, Puyallup Tribe of Indians.
  • Develop site specific shoreline assessments and feasibility report.
  • Coordinate public health investments that protect our most vulnerable residents and low opportunity neighborhoods from dangerous heat and smoke, including community resilience hub planning and implementation.
  • Participate, and lead as appropriate, local, and regional adaptation committees, working groups, and stakeholder teams to share best practices and leverage expertise.
  • Develop relevant climate and health communications and engagement by working with state and local health agencies, community members and partners.
  • Seek and secure outside funding; and manage contracts, MOUs, and other agreements.
  • Prepare and present information and reports to a variety of audiences including City staff, City Council, members of the public, and outside organizations.
  • Supervise interns and others as appropriate.
This position requires understanding of program management, and community partnerships in decision making processes, developing strategic approaches for leadership consideration, City policies and procedures, and successful collaboration with multiple social, cultural, and/or economic groups, in support of the diverse community we serve.
Applicants must demonstrate an understanding of cultural responsiveness, change management, government systems, data analysis, program development, research, best practices, public speaking, community engagement, outreach, facilitation, and the procurement process.

Qualifications

Minimum Education*
Bachelor's degree Bachelor's degree in environmental studies, natural resource management, earth or plant studies, or directly related field.
Desired Education*
Bachelor's degree Bachelor's degree in environmental studies, natural resource management, earth or plant studies, Environmental policy, urban planning, or directly related field.
Minimum Experience*
4 years environmental program administration.


LICENSING, CERTIFICATIONS AND OTHER REQUIREMENTS:
  • Depending upon assignment a WA driver’s license may be required.
  • Appointment is subject to passing a background check and reference checks.

  • Equivalency: 1 year of experience = 1 year of education

DESIRED QUALIFICATIONS/SKILLS/EXPERIENCE
  • Experience working collaboratively on complex initiatives and building trusting relationships effectively with people of diverse backgrounds, perspectives, and cultures within all levels of the organization, including external agencies and partners.
  • Experience in successful program planning, implementation, and funding, including budget management and operationalizing strategies to ensure smooth and efficient operations of work to achieve priorities and goals.
  • Strong facilitation, public speaking, and written communication skills, including writing and editing reports, summary memoranda, correspondence, etc.
  • High level of self-awareness, self-motivation, initiative, and integrity.
  • Experience working within racial equity frameworks.
  • Knowledge of climate impacts and adaptation solutions.
  • Ability to work independently and make decisions within given parameters.
  • Is creative and flexible and not afraid to take risks, improve, and evolve with an orientation towards problem-solving.
  • Can effectively organize multiple assignments, sometimes of a complex nature or involving competing priorities, to produce work products that are accurate, aesthetically pleasing, and on time.
