The Climate Program Manager develops, leads, manages and directs all aspects of the Climate Program to ensure short- and long-term success of the Program and Tribal priorities concerning climate change. This position takes action to improve the resiliency of the Tribe's natural resources and people to climate change impacts of climate change. 

Within the framework of the Tribe's mission and environmental policies, the Climate Program Manager will develop and manage multi-scale projects and guides comprehensive programmatic actions to preserve, protect, restore, and sustain indigenous fish, wildlife and plant species and the ecosystems they depend on through improved climate resiliency. 


Essential Duties:

  • Work collaboratively with other Tribal team members to integrate sound science and Tribal values into decision making. 
  • Establish effective working relationships with a range of partners and stakeholders including: state, federal and local agencies, other tribes, planners, funders, climate action groups, consultants and contractors.   
  • Develop and apply for grants with state, federal, and local entities to directly support the Tribe's climate adaptation planning and implementation of climate resiliency projects. 
  • Recruit, employ, and train employees/staff and contract personnel.
  • Supervise, guide, motivate and support all Climate Program staff, including interns and contractors. 
  • Plan, organize and schedule daily, weekly, monthly, and annual operational work plans to ensure that project deliverables and overall program goals are met.  
  • Ensure deliverables and grant goals are met on a weekly, monthly, quarterly, and annual basis.
  • Review, prepare and submit written bids, contracts, proposals, permit applications, budgets, reports, schedules, and maps related to project, program, and grant management. 
  • Prepare and review climate-related strategic plans, guidelines, reports, presentations, and tools to meet program needs.  
  • Interpret and analyze applicable local, regional, state, and federal climate adaptation and resilience plans, guidance, policy, or regulations as they may affect the Tribe's interests. 
  • Develop relationships with external parties involved in climate action and track external climate policies and activities.
  • Develop and support a Tribal climate team with existing resources, while also building the team's capacity with training, opportunities, and pursuit of additional funding. 
  • Coordinate with GIS to analyze climate vulnerability and develop mapping products. 
  • Coordinate with ENR, Tribal Forester, Uplands Manager, and other professionals to conduct assessments, fulfill technical aspects of climate projects, and analyze multi-resource risks of climate impacts. 
  • Coordinate with DAHP and Culture to ensure opportunities for adequate reviews of climate-related plans and activities.
  • Coordinate within the GASP tower to communicate with Tribal Council and Tribal Members about Climate Program activities.
  • Consult with other professionals to fulfill Tribal HR, administrative, and financial requirements for managing and developing the Tribe's Climate Program.  
  • Coordinate and contribute to public engagement, workshops, and other elements of outreach and engagement processes to foster collaborative climate action. 
  • Represent the Tribe at local and regional climate-related conferences. 
  • Research funding sources, identify grant opportunities, prepare grant proposals, and administer contracts to support the Tribe's climate planning and resilience activities.  
  • This position is grant-funded and it is the Climate Program Manager's responsibility to manage at least two active grant projects in 2024, as well as potential future grant-funded projects.

Requirements

  • The Climate Program Manager exhibits skills and experience in climate change planning and project management. 
  • The Manager's duties range from climate policy analysis, research, and assessments of climate resiliency options, to ensuring prompt payment of contractor invoices. The duties are multi-faceted. 
  • The Climate Program Manager must demonstrate proficiency in grant management, preferably in achieving deliverables for state and federal climate-related grants.
  • The Climate Program Manager must possess inclusive and respectful communication and facilitation skills. 
  • Well-organized and effective leader.
  • Exhibit skills in both near-term management of climate-related projects and advancement of longer-range planning.
  • Effectively support the Tribe's planning for Tribal resources to be sustained through the impacts of climate change for future generations.
  • Computer and software proficiency such as MS Word, Excel, PowerPoint, Esri software suite
  • Proficient with general office equipment.
  • Demonstrated understanding of the impacts of climate change on Pacific Northwest watersheds and ecosystems.
  • Knowledge of greenhouse gas emissions issues and options for GHG reduction. 
  • Knowledge of climate mitigation and adaptation strategies for forest resiliency, water resource protection, and sustainable fish and wildlife habitats. 
  • Knowledge of markets for carbon sequestration services of natural ecosystems such as forest management carbon offsets. 
  • Experience interacting with local, state, and federal environmental program staff and non-governmental organizations.
  • Experience working with Tribes.
  • Demonstrated knowledge of Tribal consultation principles and practices. 

Education & Experience:

Education Required:

  • Graduate degree in ecology, natural resources, biology, environmental science, or closely related field and/or a combination of education and experience that demonstrates the ability to perform the essential functions of the position may substitute for degree requirement.
  • Equivalent military service experience will be considered if comparable to a civilian graduate degree.
  • Completed coursework must include climate science, climate policy, and climate/natural resource economics. 

Education Preferred:

  • Coursework in environmental and/or federal Indian law desirable. 

Experience Required:

  • At least 5 years of progressive management experience in an environmental or natural resources related field.
  • At least 5 years of demonstrated ability in writing and administering grants and managing multiple budgets.
  • Experience managing and supervising a team of professional staff. 
  • Experience overseeing consultants and contractors.
  • At least 4 years of experience leading and managing inclusive processes to develop strategies for climate adaptation.

Experience Preferred:

  • Experience developing a climate resiliency plan for a Tribe that is multi-disciplinary and incorporates indigenous knowledge. 
  • Engagement in Washington State's numerous climate action strategies including the Climate Commitment Act. 
  • Engagement in the climate action planning of a local or regional government in the western Washington/Puget Sound area. 

Certifications/Licenses:

  • Must have and maintain a current and valid Washington State Driver's License.

Other Requirements:

  • Must be able to pass a thorough pre-employment background investigation. 
  • Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.

Work Environment:

The work environment includes both an office environment in a controlled atmosphere building, and some outside work may also be required that will include manual labor and the use of hand tools for prolonged periods of time. Must be able to work in various weather conditions. Remote or hybrid work arrangements may be possible in accordance with the Tribe's Telecommuting Policy.

The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals.


Additional Information: 

  • Salaried, compensation will be determined based on experience and starts at $96,349.49 per year. 
  • This position is a regular full-time position and employment is at will.

Location:

  • Snoqualmie, WA (Hybrid work arrangements may be possible in accordance with the Tribe's Telecommuting Policy).
