Position Summary
GENERAL SUMMARY: Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of the 50% by 2030 Community Climate Action and Resiliency Plan (CAP); lead and guide the work of technical staff; serve as a point of contact; research and analyze policy developments related to climate change; make climate-related recommendations for actions such as legislation, awareness campaigns, or fundraising approaches; perform a variety of duties in support of the City's Sustainability Office efforts related to outreach and implementation of the 50% by 2030 Community Climate Action and Resiliency Plan (CAP), including creative outreach and communication as well as technical coordination of implementation projects as outlined in the Climate Action Plan; and perform other duties as assigned.

DISTINGUISHING FEATURES OF THE CLASS: Work in this class involves the performance of difficult and varied administrative and community engagement tasks and responsibility for coordinating, planning, and managing projects outlined in the Climate Action Plan. Work is reviewed by the Director of Sustainability and will work with a variety of City staff and community members. Duties require exercise of leadership, initiative and a high level of judgment and discretion. Work is reviewed through reports, conferences and results achieved.

Job Duties
CLIMATE ACTION PLAN IMPLEMENTATION COORDINATION
  • Manage the inception, planning, estimating, budgeting, proposals process, bidding, contracts process, permitting, designing, acquisition, renovation and/or construction of projects as outlined in the scope of work and Climate Action Plan
  • Lead and manage project teams involving in-house staff, various city departments, consultants, and other stakeholders
  • Conceptualize, manage and plan scope, schedule and budget for complex projects ensuring project goals are accomplished
  • Work to reduce greenhouse gas emissions in city operations and community-wide.

OUTREACH
  • Conduct strategic community engagement and outreach to change environmental behavior to improve our land, water and air.
  • Build residential and business coalitions to support CAP implementation and projects
  • Implement community awareness, education and marketing campaigns related to the 50% by 2030 Plan.
  • Create support channels via neighborhood outreach, event coordination and engagement efforts for the 50% by 2030 Plan and implementation work.
  • Share progress and gather information related to implementation projects.

HIGH PERFORMING GOVERNMENT
  • Assist in driving department transformation to deliver innovative solutions and challenge traditional ways; implement new and innovative ways of accomplishing Department objectives
  • Research, analyze, design and/or implement best practices to achieve city goals
  • Develop and monitor performance measures; and contribute to data driven organization

COMMUNICATION
  • Collaborate and communicate with stakeholders and partners, consultants, regulatory agencies, elected officials, residents and various city departments producing outcomes, and providing customer service
  • Contribute to and/or write grants, budget requests; prepare reports and presentations
  • Foster collaborative relationships and partnership building

GENERAL
  • Apply sustainability, equity, diversity, and inclusion principles to assigned work
  • Support Director of Sustainability in strategic internal/external stakeholder relationships; and staffing of the Resilient Community Advisory Commission
  • Participate in Leadership Team and other City-level teams
  • Exercise initiative, independence and high level of judgement and discretion

KNOWLEDGE, SKILLS AND ABILITIES:
  • Project Management and Relationship Building - Knowledge of the principles and practices of project management and skill at developing working relationships with employees, City officials, agency representatives and the general public.
  • Law and Government - Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules and the democratic political process surrounding zoning, engineering and ADA legislation.
  • Computer Technology Usage - Possesses skill and ability in the use of a computer, computer applications and Office 365.
  • Critical Thinking and Analysis - Analyzing information and thinking about the pros and cons of different ways to solve a problem or make a decision.

Qualifications
MINIMUM QUALIFICATIONS:
  • Bachelor's degree from an accredited college or university with major coursework in Sustainability, Project Management, or Public or Business Administration; or
  • Any equivalent combination of experience and training in place of the education requirement.

PREFERRED QUALIFICATIONS:
  • Possession of and ability to maintain a valid driver's license.
  • Project management experience.
  • Experience with buildings and energy efficiency, or renewable energy systems or biodiversity and natural solutions.

RESIDENCY REQUIREMENT: Employee shall establish their principal place of residence within fifty (50) miles of their place of employment as soon as practical after appointment, but within two years of their date of employment or appointment.
