This position serves as a Classification Analyst. This highly organized and motivated Human Resources professional will have the ability to multi-task and prioritize a high volume of work in a fast-paced work environment. The ideal candidate will have experience in position classification including conducting reviews and drafting of position descriptions, conducting position studies and comparative analysis, maintaining databases, and providing interpretation of Human Resources related policies and procedures.

Analyst for the Department of Innovation and Technology (DoIT), engaging in professional Human Resources assignments of limited scope:* Performs professional functions and duties for the effective implementation of personnel operations in the Agency's Classification Program.* Secures initial classification requests and logs information into the internal tracking log and working electronic files.* Conducts preliminary review of job descriptions (CMS-104) to determine the correct allocation, appropriateness, and difficulty of duties and functions as well as for appropriate requirements.* Confers with hiring managers to secure any required additional information.* Identifies issues on CMS-104 and submits to Classification HR Specialist Lead and/or Classification Program Manager for review and final approval.* Submits final approved CMS-104s to Central Management Services (CMS) Technical Services and logs into internal tracking log and/or DoIT Hiring Tracking Portal.* Maintains, tracks, and updates the DoIT Hiring Tracking Portal.* Utilizes PEERS, HRIS, Docuware, SharePoint, and Excel in performance of duties.20% Drafts position clarifications, establishments, abolishments, and other position description actions for approval of lead worker and/or supervisor:* Conducts studies and researches current positions for comparative analysis as well as possible duplication of duties/responsibilities.* Researches class specifications to determine proper allocation, duties, and requirements of submitted CMS-104s.* Submits final drafts to Classification HR Specialist Lead and/or Classification Program Manager for final technical review and approval.* Monitors Docuware for approved CMS-104s and updates internal tracking log.* Prepares and sends notices of CMS approved position descriptions to required department personnel, Hiring Managers, and legacy agency liaisons.* Maintains position description electronic files.20% Prepares and maintains DoIT Core and DoIT fully transformed client agency organizational charts:* Utilizes computer software (Visio) to create and/or edit organizational charts reflecting changes within the organization.* Utilizes information received from supervisors and staff regarding new, revised, or abolished position descriptions.* Cross checks monthly transaction notices with organizational charts for correct employee placement, position coding, and makes necessary updates.* Reviews and updates organization's high-level position charts, including 4d3 charts, Group CIO, and Agency CIO charts.Job Responsibilities Cont.10% Participates in continuing classification education and training with HR Lead and Classification Program Manager:* Increases familiarity with the more complex technical classification processes and reviews including more technical and complex establishments, realignments, reorganizations, transitions, etc.* Attends staff meetings, training meetings, etc.5% Serves as a liaison between Classification, DoIT staff, and CMS Technical Services staff:* Interprets and explains personnel/classification program processes, Personnel Code and Rules to agency staff to ensure understanding and conformance.* Confers with CMS Technical Services regarding issues with 104 submissions and for assistance with problematic classification actions.* Explains and interprets agency programs to management staff to ensure understanding of relationships, roles, and utilization of positions.* Provides guidance and recommendations to management and staff regarding the placement of positions and evaluation of duties.5% Receives and reviews monthly allocation lists and distributes to appropriate staff:* Maintains the position description files within shared drive.* Uploads and files new position descriptions and removes abolished position descriptions.* Maintains abolishment files and establishes new electronic position file folders.* Participates in HR and classification related projects.5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated aboveKnowledge, Skills, and AbilitiesMinimum Qualifications:* Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.* Requires one (1) year of professional experience in Human Resources, OR satisfactory completion of an approved training program.Specialized Skills* Requires one (1) year of professional experience performing functions and duties within a position classification program.* Requires one (1) year of professional experience conducting reviews of job descriptions to determine allocation.* Requires one (1) year of professional experience conducting studies and comparative analysis of position descriptions.Preferred Qualifications (In Order of Significance):* One (1) year of professional experience performing functions and duties within a position classification program.* One (1) year of professional experience conducting reviews of job descriptions to determine allocation.* One (1) year of professional experience conducting studies and comparative analysis of position descriptions.* One (1) year of professional experience drafting various types of position descriptions.* One (1) year of professional experience providing interpretation of Human Resources related policies and procedures such as those outlined in the Personnel Code, Personnel Rules, bargaining unit contracts, class specifications, and position classification guidelines.* Extensive knowledge utilizing Microsoft Offices Suite including Visio, Teams, Outlook, Word, Excel, or SharePoint.* Ability to remain organized while multi-tasking and prioritizing a high volume of work.* Ability to analyze and diagnose administrative issues and coordinate efforts to resolve.* Ability to maintain satisfactory working relationships with others.* Developed verbal and written communication skills to present
