TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.

Examples of Duties

Under the general supervision of the Director of the Civil Rights Compliance Branch, the Civil Rights Compliance Specialist II:

• Conducts full range of investigations pertaining to issues dealing with alleged violations of Civil Rights laws, policies, and/or procedures, specifically those in allignment with, but not limited to, Title VI of the Civil Rights Act of 1964.
• Drafts responses to complaints filed with the U.S. Office of Civil Rights, Equal Employment Opportunity Commission, Hawaii Civil Rights Commission, Office of the State Director for Career and Technical Education, and other external offices, as assigned. Prepares the Department's official responses to various state and federal enforcement agencies concerning potential Civil Rights violations.
• Provides technical assistance, information, and guidance to Equity Specialists, departmental supervisors, staff, and/or the general public. Develops and recommends administrative policies, guidelines and instructions to achieve compliance with various state and federal laws, including, but not limited to, Title VI and nondiscrimination of protected classes.
• Conducts training for employees and/or students on areas relating to Title VI and other Civil Rights laws and compliance issues.
• Represents the Department in collaboration with the Department of Health as it pertains to Language Access.
• Performs other related duties as assigned.

Minimum Qualifications

Education: Graduation from an accredited college or university with a bachelor's degree in education, human resources, or a related field relevant to the duties described above.
Education Substitution: Bachelor's degree from an accredited college or university in any field PLUS two (2) years of professional work experience.
Desired Education: Master's degree in education, human resources or a related field relevant to the duties described above, or a law degree.
Experience: Four (4) years of responsible professional work experience in Civil Rights Compliance, including overseeing, providing advice and recommendations, or ensuring compliance, of which one (1) year shall have been in an education program, agency or system.
Experience Substitution: Master's degree from an accredited college or university in a related field may substitute for two (2) years of experience. Doctorate in a related field or law degree from an accredited college of university may substitute for three (3) years of experience.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
Knowledge: Laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment, such as requirements under Title VI, Title VII, Title IX, Section 504 and ADA as well as other State and Federal Civil Rights policies, guidelines, and Administrative Rules; operations research.
Desired Knowledge: Process of revising, drafting, and presenting policies and Administrative Rules leading to adoption by the Board of Education.
Ability to: Communicate effectively with others both orally and in writing; conduct complex research and multi-task projects; analyze facts and make findings based on applicable laws, rules and policies; make presentations in front of large audiences; operate computer and other business machines.
Physical Requirements: Ability to conduct the essential functions of the position, including conducting investigations that may require neighbor island travel or driving to/from sites on Oahu.

Supplemental Information

SALARY RANGE: EOSR-7, $107,345 to $151,953.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $107,345.
NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
