The Civil Rights & ADA Program Manager role is pivotal as the agency’s Title II ADA manager and Title VI coordinator, ensuring equal access to DOH programs and preventing discrimination. The position is essential for promoting awareness, removing access barriers, and fostering inclusivity in the workplace through the Civil Rights Program.

The Center for Facilities, Risk, and Adjudication (CFRA) oversees adjudicative services, enterprise risk management, and facilities. The CFRA's mission is to proactively identify and manage risks, ensure due process in adjudicative proceedings, and provide safe and effective facilities for agency partners and the public. This position is within the Office of Enterprise Risk Management (OERM), reporting to the OERM Director.

The DESIRED Candidate Profile
Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile.

Option 1:
A Juris Doctor degree from an accredited law school but does not have to be an active bar member with a minimum of three years of paid or volunteer experience in Civil Rights/Title VI/ADA. Thorough knowledge of most federal Civil Rights programs and the ability to coach and train internal and external staff either in a formal or informal classroom setting or virtual or a combination of both (classroom or virtual).

Option 2:
A bachelor’s degree or higher from an accredited college or university in public health, community health, social work, health communication, public administration, business administration, or another field with demonstrable applicability; AND at least six (6) years of direct experience working with Title VI of the Civil Rights Act and Title II of the Americans with Disabilities Act in policy and regulatory setting to include conducting Civil Rights/Title VI/ADA investigations. Thorough knowledge of most federal Civil Rights programs and one (1) year of demonstrated experience coaching and training internal and external staff either in a formal or informal classroom setting or virtual or a combination of both (classroom or virtual).

Option 3:
At least eight (8) years of direct experience working with Title VI of the Civil Rights Act and Title II of the Americans with Disabilities Act in policy and regulatory settings including conducting Civil Rights/Title VI/ADA investigations. Thorough knowledge of most federal Civil Rights programs and two (2) years of demonstrated experience coaching and training internal and external staff either in a formal or informal classroom setting or virtual or a combination of both (classroom or virtual).
