THIS POSITION WILL REMAIN OPEN UNTIL FILLED
2023 salary range is $29.46 - $38.05 per hour, depending on qualifications and experience.
Applicants will be reviewed upon receipt.
This position is full-time and eligible for County benefits.
CHARACTERISTICS OF THE CLASS:
Under general supervision of the Assistant County Highway Engineer, performs complex para-professional field or office engineering work, supervising and participating in all project surveys, design, engineering and inspection of construction and maintenance for County road and bridge projects. Performs related work as required. Work is split between office and field and is hazardous and noisy. Assignments consist of statements of objectives and time schedule. This class is generally free to develop own work sequences and methods within established procedures, methods and policies. Work is reviewed primarily upon completion, but is occasionally checked during progress through oral and written reports, conferences and observation. Consequence of error could result in the addition of cost to a project, time delays, and possible physical harm to self and others.
EXAMPLES OF DUTIES:
The following are illustrative and are not intended to be all inclusive or restrictive.
  • Conducts and supervises, as the survey party chief, preliminary construction tasks such as alignment, topography, bench loops, cross sections and bridge surveys.
  • Operates transit, level, total station and/or any other survey equipment for preliminary survey and construction purposes.
  • Makes minor repairs of surveying instruments and equipment.
  • Conducts and supervises construction staking including grade stakes and hubs and bluetops.
  • Reviews and interprets calculations and construction plans for projects.
  • Participates in plan preparation activities as a member of project design team.
  • Identifies and resolves field problems with other staff.
  • Performs advanced mathematical computations for office and field crews.
  • Computes horizontal and vertical alignment, hydraulic calculations, widths, earthwork, roadway surfacing, load capacities, slopes, landscape quantities and soil factors.
  • Remains current on computer aided drafting programs and computation techniques.
  • Supervises, inspects and monitors the progress of assigned construction and maintenance projects to ensure federal, state and project specifications are met by contractors.
  • Responsible for maintaining required records of work performance including diaries, item record accounts, traffic and erosion control reports and daily and weekly progress reports.
  • Samples and tests aggregate, soils, bituminous and concrete to ensure compliance with project proposals and federal and state regulations.
  • Resolves and/or refers issues with contractors, landowners, utility companies, traveling public and public agencies.
  • Remains current in all Minnesota Department of Transportation specifications that pertain to position.
  • Assists in specific right of way acquisition assignments.
  • Participates in public project involvement process.
  • Attends public meetings to explain project designs and listen to concerns.
  • Assists in maintaining inventory and ordering equipment and supplies used by the engineering department.
  • Assists in the review, evaluation and processing of utility permits and any other permit associated with projects.
  • Continues education in technician certification and methods of design, inspection and materials.
  • Conducts the annual bridge safety and inventory inspections and assists in the preparation of bridge reports.
  • Provides technical leadership, assistance and training to department staff.
  • Performs minor maintenance on assigned vehicles and equipment.
  • Performs other duties as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Any combination of training and experience providing the following knowledge, skills, and abilities.
  • Knowledge of the principles, practices and instruments used in Civil Engineering and drafting.

  • Knowledge of surveying principals, metrics, algebra, geometry and trigonometry.
  • Knowledge of road and bridge construction methods, materials and inspection.
  • Knowledge of manual and computer aided drafting.
  • Knowledge of sampling and testing procedures of materials.
  • Ability to perform difficult technical computations.
  • Ability to plan, organize and supervise the work of others.
  • Strong ability to effectively communicate, and coordinate projects.
  • Ability to work in weather extremes such as heat, humidity, cold, wet and dust.
  • Ability to work on rough, wet, slippery and steep terrain.
  • Ability to work around heavy construction equipment and highway traffic.
  • Required to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, lift, grasp, feel, talk, see and repeat motions.
  • Required to occasionally lift fifty pounds or more from the ground to waist level. Frequently lift fifty pounds or less.
  • Knowledge of the County road system, political boundaries and County operations.
  • Knowledge of Federal, State and County specifications, special provisions and O.S.H.A. and environmental standards.
  • Ability to operate survey and inspection equipment.
  • Ability to compile, check, and apply survey and plan data to the design and construction of projects.
  • Ability to maintain engineering records and prepare the necessary reports.
  • Ability to obtain all certifications required by the State and this position.
  • Ability to inspect construction and maintenance projects.
  • Ability to work long hours and make appropriate decisions.
  • Ability to establish and maintain effective working relationships with other engineering personnel, contractors and the general public.
  • Regular and timely work attendance.

MINIMUM QUALIFICATIONS:
  • Associate Degree in Civil Engineering Technology or related field and four years of related experience; or equivalent combination of education and experience; or demonstrated capability to perform the duties of the job.
  • Possession of valid Minnesota Class D Driver's License.
