LOCATION: Traffic Division

HIRING AUTHORITY: Director

UNION REPRESENTATION: Administrative and Technical Employees Association

F.L.S.A. STATUS: Non-exempt/Overtime pursuant to Collective Bargaining Agreement or Human Resources and Labor Relations Policy

PAY GRADE: K

EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period

CURRENT HOURS AND STARTING TIME: Full-time (40 hours per week) position. The starting time for this position is currently 7:30 a.m.

GENERAL SUMMARY:

Under direction, is responsible for performing professional engineering tasks associated with multiple engineering functions; inspects project sites to monitor progress, ensure conformance to design specification and safety standards; provides technical advice to appropriate personnel regarding design, construction or program modifications or structural repairs; manages and directs the construction, operations and maintenance activities of project site.

Participates in meetings with other governmental agencies, utility representatives, local offices, and interested residents to work out details of schedule, inspections, utility conflicts and other potential problems.

Assigns and supervises the work of subordinates to ensure proper quality assurance, and quality control of materials and methods in compliance with drawings and specifications.

Prepares and maintains periodic pay estimates and required documentation for work performed.

Maintains liaison with other Department of Roads divisions regarding interpretation, implementation, and possible changes to a project.

Provides problem solving and report preparation to various Department of Roads stakeholders.

Performs related duties as assigned.

ADDITIONAL ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

The following is a list of additional essential functions and responsibilities demonstrated by the Civil Engineer III classification in the Traffic Division of the Department of Roads.

Traffic Division:

Actively reviews police reports, crash data, traffic volume, safety studies and other data and provides analysis, reporting and scoping for safety projects.

Completes applications for annual Federal safety funds.

Reviews the Maintaining of Traffic (MOT) plans and permanent signage, pavement markings and guardrails.

Participates in regional and statewide collaboration of Traffic Safety groups and committees.

Audits construction projects for safety to motorist and pedestrians.

Performs safety analysis and reviews for federally funded roadway and maintenance projects.

Performs construction project management for safety projects and traffic signal projects.

Assists with the design of safety and traffic signal projects.

Performs warrant analysis for traffic control devices and guardrails.

Reviews of traffic Impact Studies.

Prepares traffic reports, traffic signal warrant studies and designs.

Analyzes complex traffic signal operations including detection, left turn phasing and pedestrian operations for performing reviews and making recommendations.

Analyzes traffic signal operations between closely spaced signal and interrelated signals.

Required Education and Experience

  • Bachelor's Degree in Civil Engineering or a directly related field from an accredited college or university
  • Three (3) years of road construction or road maintenance experience
  • Supervisory or project management experience

Required Licenses or Certifications

  • Registered Professional Engineer in the State of Michigan certification
  • Possession of a valid Michigan driver's license and an operable insured automobile for authorized travel

Preferred Education and Experience

  • Master's Degree in Civil Engineering or a directly related field from an accredited college or university
  • National Highway Institute (NHI) Bridge Inspection Certification
  • Structural Engineering Background

Preferred Licenses or Certifications

  • Possess and maintain a valid Michigan Class A or B Commercial Driver's License (CDL)

Knowledge of:

  • Modern office procedures, methods and computer equipment
  • Construction methods and materials used within these projects
  • Microstation, Synchro, and Microsoft Word and Excel software


Skill in:

  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships
  • Performing a variety of duties, often changing from one task to another of a different nature
  • Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios
  • Assigning, prioritizing, monitoring, and reviewing work assignments

  • Effectively speak, write and understand the English language
  • Speak and understand a language other than English is preferred
  • Meet schedules and deadlines of the work
  • Understand and carry out oral and written directions
