Job description

Under general supervision, performs civil engineering work including detailed and specialized reviews of private development projects, roadways, stormwater, drainage, flood control, utilities, and other public works projects. Aids in planning, designing, and preparing plans and reports for utility, stormwater, roadway, and drainage projects utilizing Geographical Information Systems (GIS), Computer Aided Drafting and Design (CADD), and other engineering software.
  1. Performs subdivision plat and site reviews regarding compliance with drainage including review of drainage calculations, utility, roadway, entrance, etc.
  2. Performs mapping and drafting assignments using Geographical Information Systems (GIS) and Computer Aided Drafting and Design (CADD).
  3. Communicates with citizens, property owners, developers, and contractors and gathers pertinent information, prepares written reports, analyzes and interprets applicable codes, determines appropriate enforcement action, and pursues legal remedies.
  4. Assists in preparation and review of preliminary/final construction plans for projects including culverts, bridges, grading, paving, resurfacing, drainage, and sewer projects.
  5. Prepares connection permits and associated fees for sanitary sewer connection and/or extension in accordance with County policies.
  6. Interacts with the public to respond to complaints regarding erosion, drainage, etc.; develops a plan of action to respond to the situation and conducts field inspections.
  7. Prepares stormwater surface mapping for stormwater utility billing.
  8. Prepares detailed plats of areas surveyed; calculates field data for topographic mapping, right-of-way and boundary control.
  9. Utilizes engineering software to calculate quantities on various civil engineering projects; calculates, modifies, or otherwise determines geometrics, rates of discharge, hydraulic data, quantities, types/sizes of materials, land area, type, size, locations of structures, and other information as required for project assignments.
  10. Performs analysis and prepares and calculates assessments for storm water fees, delinquent sewer fees, and other fees as necessary.
  11. Prepares special reports as they apply to roadways, bridges, subdivisions, stormwater, and water and sewer projects.
  12. Performs related duties as assigned.
  • Knowledge of the operation and maintenance of public utilities and related systems including drainage, storm water, sanitary sewer, and water systems.
  • Knowledge of basic civil engineering theories related to design/construction projects including land economics, engineering survey, hydrology, geometrics, real estate, and land use.
  • Knowledge of practices associated with property development work.
  • Knowledge and skill of GIS mapping software, data management, and analysis of GIS data.
  • Knowledge of survey methods, procedures, and detailed hydraulic calculations as applied to roadway, water, storm water, sanitary and storm sewer systems.
  • Knowledge of mathematics, including geometry, algebra, and trigonometry.
  • Skill in using a computer for correspondence, calculations, graphic presentation, and internet applications.
  • Ability to read and accurately interpret legal descriptions, aerial photographs, survey maps, and engineered plans.
  • Ability to prepare and maintain accurate records.
  • Ability to interpret field survey information, complete drafting, and compile written reports.
  • Ability to make accurate mathematical/engineering calculations.
  • Ability to effectively apply the techniques of CADD and GIS) principles and practices.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain effective working relationship with other County employees, representatives of other agencies and the general public.
  • Graduation from high school, and
  • Two years of college or university training in civil engineering, Computer Aided Drafting and Design (CADD) or Geographical Information Systems (GIS), or related field, and
  • Two years of experience in civil engineering, GIS analysis, or CADD, or
  • Four years of experience in, civil engineering, GIS analysis, CADD, or
  • Any equivalent combination of training and experience that will have provided the required knowledge, skills, and abilities.
Special Requirements:
  • A drug screen is required prior to final offer of employment.
  • A criminal background check is required.
  • A valid State of Iowa driver's license is required.
