Bonneville County is now accepting applications for the following position:

Position: Civil Deputy Clerk

Starting Salary: Pay Grade 9 Salary is $16.22

Work Hours: 40 hours a week

Closing Date: Posting will close April 5, 2024 or when filled, whichever comes first.

GENERAL PURPOSE

Perform a variety of working level complex clerical and process execution duties designed to expedite the data entry, processing and serving of various legal documents, papers and warrants produced through the legal system and executed by the Sheriff's Office including Sheriff's sales of real and personal property.


SUPERVISION RECEIVED

Work under the supervision of Civil Process Supervisor. May work under direct supervision of a Civil Deputy II during training or on a project basis.


SUPERVISION EXERCISED

None.


ESSENTIAL FUNCTIONS

Receive and review various legal papers, processes and warrants (i.e., subpoenas, garnishments, summons, complaints, notice of hearings, orders, writs, etc.); determine document accuracy and completeness for conformity with established codes; conduct case and or document research; accept or reject documents based upon code compliance.

Perform entry of civil documents into the process system; date and time stamp documents as needed to validate legal time requirements for service and formally register the same; perform data entry of all documents to create or update computer files and records.

Prepare process papers for service; prepare proper record of returns and process according to Idaho Code; distribute to courts, attorneys, plaintiffs, etc.; maintain hard copy filing system of all documents received and processed by the civil division; assure proper copying and circulation of documents to appropriate personnel and updating of file records.

Perform various tasks associated with the service of civil processes; serve as an agent of the court in satisfying writs, subpoenas, orders, tax and sheriff sales, restitution or attachment; locate persons named in civil documents and makes formal delivery of the same; provide courtroom testimony as required.

Create billing invoices for customers, i.e., attorneys, legal representatives and the public; calculate fees and prepare invoices for mailing; mail invoices and follow-up on the same; receive payments and fees and issue receipts; mail delinquent notices; update computer records to show transactions and disposition of accounts; hand deliver invoices to the courts as needed; follow-up on checks received with insufficient funds and collect monies as due.

Assist in conducting Sheriff's sales of real and personal property as ordered by the court; monitor orders to assure strict compliance with court guidelines and established legal procedures; assure proper delivery and return of completed orders.

Receive telephone calls; respond to caller inquiries or route calls to knowledgeable personnel; assist the public by answering their inquires if possible or directing to other various legal or law enforcement service providers or offices.

Perform work tasks with an attention to detail, accuracy, and efficiency.

Perform other-related duties as required.


MINIMUM QUALIFICATIONS

1. Educations and Experience:

A. Graduation from high school with course background in fields of bookkeeping, accounting and general office practices;

AND

B. One (1) year of experience performing complex clerical or related duties;

OR

C. An equivalent combination of education and experience.


2. Required Knowledge, Skills, and Abilities:

Some knowledge of general office management practices and procedures; basic bookkeeping and accounting methods; interpersonal communication skills; and computer terminal/PC operation and programs.

Ability to develop effective working relationships with coworkers, supervisors, department heads and other state officers and employees; perform basic mathematical computations; communicate effectively, verbally and in writing; read and interpret Idaho laws affecting total operations of the civil processing division; operate standard office equipment (i.e., calculator, scanner, computer, and photocopy machine).


3. Special Qualifications:

Must possess a valid Idaho State Driver's license.

Obtain First aid and CPR certification and maintain continuing recertification.

Pass the required law enforcement background and polygraph exam for ILETS/CJIS compliance.


4. Work Environment:

Most tasks associated with the position are performed in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, occasionally involving muscular exertion, such as walking, standing, stooping, sitting, and reaching. Talking, hearing, seeing, and communicating are essential to task completion. Travel is periodically required. Certain elements of the job pose hazard uncertainty. Rapid work speed required performing keyboard operations. Common eye, hand, finger, leg and foot dexterity exists. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking.
