JOB SUMMARY

The Civil Affairs (CA) Subject Matter Expert (SME) shall be the Joint CA Proponent Section of the J39 in performing all aspects of Joint CA Proponency. Provide expertise to support daily operational requirements relevant to the USSOCOM CA and MISO missions.

RESPONSIBILITIES

  • Assist in the development and implementation of the DOD, Geographic Combatant Command (GCC), Global Combatant Command (GCC) and USSOCOM CA programs and activities in the areas of advanced concepts, plans, policy, and doctrine.
  • Assist in the collaborative assessment, development, integration and advancement of DOD CA by providing analysis, technical expertise, advocacy, and issue resolution in the areas of doctrine, organization, training, materiel, leadership, personnel, facilities, and policies (DOTMLPF-P).
  • Assist in the validation and integration of Joint CA capability requirements in DOD, Joint Chiefs of Staff (JCS), GCC, and USSOCOM strategic planning and programming guidance and initiatives.
  • Review DOD, GCC, and Service CA concepts, plans, policies, activities, and doctrine for consistency with joint doctrine and interoperability standards.
  • Evaluate DOD, GCC, Service and USSOCOM concepts, strategy, strategic plans, policies, and activities and advises the JCAP Section Chief regarding strategic implications for DOD CA programs, capabilities, and operations.
  • Provide detailed research and analysis by reading, writing, reviewing, and revising studies, white papers, concepts of operation (CONOPS), the family of Joint concepts, capabilities-based assessments (CBAs), support operational & organizational plans, DOTMLPF-P assessments, experimentation, and other analytical efforts supporting the Joint Forces and associated USSOCOM equities.

KNOWLEDGE/SKILLS/ABILITIES

    • Excellent written and verbal communications skills, briefing skills, problem solving, organizational and interpersonal skills.
    • Ability to identify problems and solutions and effectively communicate them.
    • A working knowledge of Microsoft Word, Excel, and PowerPoint.
    • Have the ability to manage a large workload and adapt to reprioritization.
    • Ability to manage time and resources.
    • Proficient in the use of personal computers with experience using Microsoft Office Suite, Adobe Acrobat, Share Point and web-based applications.

QUALIFICATIONS:


Minimum Qualifications include:

  • 10 years of CA experience
  • Master’s degree required
  • Current DoD Top Secret clearance and eligible for SCI access required
  • 10 years of combined expertise in the areas of CA and military planning
  • 5 years of experience in performing a wide range of complex analytical tasks
  • 5 years of experience using Military Decision-Making Process (MDMP)
  • 5 years of experience conducting analysis and evaluation of capabilities, force sufficiency and proficiency requirements, changes to policy, concepts, strategy, policy, and doctrine
  • 3 years of experience assisting in the development of program strategic guidance and objectives, DOTMLPF-P analysis, and portfolio assessments to inform strategic planning and programming decision making and issuance development to advance DOD and USSOCOM CA capabilities
  • Military Education Level-4 (MEL4) and Joint Professional Military Education Level 1 (JMPE1) qualified
  • Graduate of the USASOC Civil Affairs Qualification Course / Training Pathway
  • Military Education Level-F (MEL-F) qualified/ Captains Career Course qualified
  • 2 years of experience at a Theater Special Operations Command (TSOC) Staff or Combatant Command staff or Joint Staff or Service Staff or NATO Staff
  • 3 years of experience in developing/writing all or portions of JCIDS documents
  • 5 years of experience in conducting regular liaison or interface with elements across DOD and interagency
