THE POSITION
THE POSITION
Under direction, provides managerial and professional planning duties in support of planning activities, including managing and coordinating the City planning functions to achieve the City's land use planning strategies, developing planning objectives, and supervising planning division staff; ensures planning activities are in compliance with all laws, policies and regulations.

- Supervises and coordinates planning projects; provides professional planning services to achieve structured and organized growth and development in the City in compliance with all regulatory requirements; ensures project plans, policies and procedures are in conformance to City General Plan, and in compliance with local, State and federal codes and regulations.
- Reviews plans and technical documents for compliance with City regulations and ordinances; provides professional evaluations and reports as appropriate; produces professional quality staff reports, presentations and recommendations on planning issues; develops solutions to planning issues, and resolves conflicts; assists in the development of ordinances and regulations as appropriate.
- Reviews and evaluates development proposals, development designs, applications, planning and zoning changes, variance requests, technical documents and special permits for compliance with City standards and regulatory requirements; reviews development plans with residents, developers and builders; develops recommendations, and summarizes all issues for presentation to the City Council and Planning Commission.
- Answers inquiries and assists the public and other agencies in matters relating to planning, zoning and permit review, and other City standards and regulations; provides information and recommendations within scope of authority.
- Manages special projects as assigned; researches planning issues and regulations, and provides data on land use issues and related subjects as requested.
- Participates in meetings with government officials and community groups; provides information to the Planning Commission, City Manager, City Council and other City departments as needed; coordinates with various regional government organizations, community groups, and State and federal agencies; attends public meetings and presents information on regional planning and zoning issues.
- Supervises the daily activities of assigned staff; plans, prioritizes and assigns tasks and projects; trains and coaches staff; monitors work, develops staff skills, and evaluates performance; ensures the quality of services provided.
- Maintains the absolute confidentiality of all records and information.
- Performs related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor's degree from an accredited college or university with major coursework in urban planning, engineering, architecture or a closely related field.
AND
Five (5) years of municipal, urban or regional planning experience.

Must possess a valid driver's license and safe driving record.

Dental Coverage Provided by UMR
The City pays 100% of the monthly premium for employees and eligible dependents. The maximum benefit per calendar year per covered person is $2,000. The lifetime maximum benefit for orthodontic expenses per covered person is $3,000.
Life Insurance
Every full-time employee is provided Term life insurance equal to his/her annual salary with a maximum of $150,000.
Short-Term Disability Standard Insurance
Full-time employees must be employed a minimum of 30 days prior to receiving short-term disability benefits. There is a 29-day waiting eligibility period, and the maximum allotted time period is 180 days.
Long-Term Disability Standard Insurance
Coverage begins when an employee's disability period exceeds the 180th day timeline under short-term disability. The maximum allotted time period is determined by age when the disability begins.
Public Employees' Retirement System (PERS) Retirement Benefit
Effective July 1, 2013, NEW CalPERS employee members will commence paying an employee contribution of 6.75%. A new employee who is not a member of CalPERS or is a former CalPERS member who has been out of CalPERS for six (6) months or more will be eligible to enroll in the City's 2% @ 62 Defined Benefit Pension Plan.
Effective July 1, 2014 "Classic" CalPERS employee members will be eligible to enroll in the City's 2% @ 55 CalPERS Retirement formula and will contribute a 7% employee contribution towards CalPERS Defined Benefit Pension Plan.

Deferred Compensation
The City contributes $25 per pay period and shall match an employee's deferred compensation in an amount not to exceed 3% of the employee's gross salary contribution per pay period.

The City pays 100% of the monthly premium for employees and eligible household members. Service is available 24 hours a day, 365 days a year by calling (888) 293-6948. This free and confidential brief counseling and referral service is designed to help employees and their household members resolve personal matters that may impact their work or home life.
Easy Eight Trip Reduction Program
Employees are eligible to participate in the Easy Eight Trip Reduction Program. Employees who carpool eight (8) days in a month are eligible to receive $25 per month for ridesharing / carpooling.
