Job Description:
The Oregon Military Department (OMD) is a state agency that supports the Oregon National Guard. You are NOT required to be a member of the Oregon National Guard to apply for this position.
The Oregon Military Department is recruiting for a Chief Information Officer (Information Technology Manager 3).

This is a permanent full-time state position located in Salem, Oregon.

What You Will be Doing
As our Chief Information Officer (CIO), you will set the strategic direction for our agency's Information Technology resources. You will serve a critical role in establishing and following technology standards and collaborating with other agencies and partners to leverage efforts in maximizing Information Technology opportunities. You and a highly skilled staff of professionals will be responsible for providing end-to-end technical services in support of the agency's mission and goals. You will recognize the value of individual, generational, and cultural differences and create a work environment where diversity, equity and inclusion are valued.
The Purpose of this Position is to manage the staff and operations of the Information Technology Section in the agency. This position takes the lead in providing the agency with delivery of information systems and projects that address current and future agency needs.
  • Serve as a member of the agency leadership team in the identification and prioritization of technology derived from the agency's goal and strategic plan using IT governance practices.
  • Represent the agency in communicating and coordinating technology partnerships and agreements with local, state, and federal organizations.
  • Develop and execute a strategic technology plan aligned with the overall mission of the agency.
  • Direct and oversee a planned portfolio of IT projects and initiatives focused operational improvements and usability.
  • Plan and manage the IT biennial budget and associated technology expenditures.
  • Identify and track progress against key performance indicators (KPIs) for IT support and services.
  • Manage IT assets through administration of best practices including financial and inventory controls supporting the asset lifecycle.
  • Coordination of information and access across multiple data networks which are a blend of both state and federal systems.
  • Provide coordinated and indirect support for state employees working strictly on the federal computer systems.
  • Promote and foster a diverse workforce and a workplace free of harassment and discrimination.

What we are looking for
Minimum Qualifications
Seven (7) years of supervision, management, or progressively related experience that will include:
* Management or contribution to the division budget.
* Development of testing strategies designed to assess or evaluate new hardware and software.
* Development or recommendation of policies, or procedures.
* Evaluation of current business processes and systems.
***OR***
A bachelor's degree in: Software Engineering, Computer Science, Cybersecurity, Information Technology, or related field that demonstrates the capacity and knowledge for this position.
-AND-
Four (4) years of related experience that will include:
*Management or contribution to the division budget.
* Development of testing strategies designed to assess or evaluate new hardware and software.
* Development or recommendation of policies, or procedures.
*Evaluation of current business processes and systems.

Preference may be given to candidates who possess the following certifications/experience:
  • Certification in Application Development or Application Architecture.
  • Certified Information Systems Security Professional (CISSP) or other equivalent certifications.
  • Project Management Professional (PMP), or other equivalent Project Management certifications
  • Business Analysis Professional (BA) certificate.
  • Two (2) or more years' experience working in an ITIL/ITSM environment.

Requested Skills and Experience:
Technology Governance: Experience ensuring that an organization's IT operations and projects comply with relevant regulations and industry standards. This includes management of cybersecurity, data privacy, and compliance efforts.
Communication and Collaboration: Effective communication with other members of an executive team and divisions/programs within an organization. Ability to translate technical concepts into business language and collaborate with non-technical stakeholders to achieve common goals.
Vendor and Partner Management: Previous role in managing relationships with IT vendors, suppliers, and strategic partners. This includes contract negotiations, service level agreements, and vendor selection.
Change Management: As an executive team member representing IT, managing and leading change initiatives related to technology adoption within an organization. This includes guiding teams through transitions and ensuring smooth implementations.
Innovation and Technology Trends: Knowledge of technological advancements and industry trends that have resulted in informed decisions and identify opportunities for innovation and improvement.
Leading through Performance and Key Metrics: Establishing and leveraging performance data and key metrics to make informed decisions, track progress, and drive an organization toward success.

Additional Requirements
Must have a valid driver's license and an acceptable driving record.
This position requires a Criminal Background Check and Criminal Justice Information System (CJIS) clearance. Fingerprints will be required.
Conditions of Employment
  • This position requires access to the federal networks which includes getting and maintaining a DoD Common Access Card (referred to as a CAC Card). Getting a DoD CAC Card requires favorable Criminal background History check and be able to obtain and maintain a favorable Department of Defense National Agency Check with Inquiries (NACI) Suitability Determination.
  • This position will need to obtain and sustain a Secret Clearance. (System Administrators within the IT section are all required to maintain a Secret Clearance to operate on the Federal network. They may also need to enter space in our facilities requiring a Secret Clearance).
  • Employee is required to maintain a drug/alcohol free workplace in accordance with OMD Drug/Alcohol CPM's, Policies, and the Statewide Drug Free Workplace Policy 50-000-01.

Work Experience

Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.
