Deck Prism is actively seeking qualified candidates to fill positions supporting the Department of Energy Office of Intelligence and Counterintelligence (DOE-IN), Counterintelligence Directorate (IN-20) contract – NOBLE FINISH. Current positions include CI Analysts, Investigators, and Collectors.

Experience: Individuals must have a minimum of 5 years CI experience for Junior level positions and up to 20+ for senior level positions. which may be a combination of civil service and/or military.. Extensive knowledge of CI tradecraft, analytic standards and integrity, methodology and tools is required.

Knowledge of adversary methodologies and collection interests is also required. Special expertise, such as area or country specialization, foreign language fluency, emerging science and technology research is desired.

Education: A Bachelor’s Degree from an accredited university or college relevant to geopolitical or national security studies is preferred.

Salary Range: 130-200,000/year Depending on experience and position

Duties:

Analysts:

Serves as Counterintelligence Analyst, specific duties and functions include, but are not limited to:

· Assess the foreign intelligence, international terrorist, and technological collection threats directed against DOE personnel, resources, S&T, facilities and programs.

· Produce CI products for circulation within DOE, and for external dissemination throughout the USIC.

· Develops liaison contacts within the USIC to further research and analytical objectives and goals of the Program.

· Works with the Program Director to contribute to the integration of field and headquarters analysis.

· Makes oral presentations, which convey ideas, facts, conclusions, estimates, and projections to a variety of DOE and USIC personnel.

· Prepares a variety of written communications and documents, including but not limited to reports, national security studies, and policy recommendations.

Collectors:

· Interact with senior level DOE managers in order to conduct sensitive debriefings for FI purposes.

· Developing and writing authoritative intelligence collection and reporting policies, procedures, and guidance for a national CI program.

· Managing and conducting intelligence debriefings of overt HUMINT sources.

· Reviewing, coordinating, and approving the dissemination of sensitive raw intelligence.

· Providing expert guidance to collectors on intelligence collection and report writing tradecraft.

· Developing and managing intelligence reporting use metrics.

· Knowledge and understanding of complex foreign intelligence service modus operandi employed by advanced hostile intelligence services.

Investigators:

Serves as Inspector, Counterintelligence Officer (CIO), or Desk Officer. Specific duties and functions include, but are not limited to, the following:

· Inspections: Member of either the Field Intelligence or Counterintelligence Inspections Program team. Ensures proper documentation of interview results for assembly into inspections reports, identifying potentially controversial findings, issues, or problems with widespread impacts; must identify sources of concern, issues, problems, complaints, or concepts associated with missions and program functions.

· CIOs: Manage CI/Counter Terrorism (CT) investigations across the DOE complex. Work closely with senior level management at the FBI and the USIC to coordinate ongoing espionage, terrorism, or related operations and investigations at responsible facilities.

Desk Officers: Manage multiple investigations in the field to ensure they are conducted appropriately and resolved in a timely and effective manner. Responsibilities include review and approval of Investigative Plans/Joint Investigative Plans; ensure appropriate use of investigative tools and techniques (least intrusive and most effective); enforce reporting requirements and milestones; support Requests for Information; coordinate multi-site and partner activities.
