Job Description
The goals of the Office of the Medical Director (OMD) at the Department of Homeless Services (DHS), is to improve the health and well-being of New Yorkers experiencing homelessness, reduce morbidity and mortality, thereby increasing their chances of succeeding in permanent housing and independent living. The Office of the Medical Director brings public health and evidence-based interventions to DHS in the areas of health, MENTAL HEALTH, substance use and nutrition. The Office of the Medical Director (OMD) staff work with other divisions at DHS and with shelter and clinical providers on linkage to health services, coordination with hospitals and other health care providers to implement interventions, conduct programmatic research and evaluation in the areas of physical and behavioral health. The Department of Homeless Services is developing a Children Tele-Behavioral Health Initiative and looking to hire a CARE COORDINATOR to support in this initiative.
The Department of Homeless Services is recruiting for one (1) City Research Scientist level I to function as a Child Mental Health Care Coordinator, who will:
-Assist in the development and implementation of public health research studies, surveys, data collection tools and databased related to children's MENTAL HEALTH. Using these data and rigorous scientific methods as directed, such as bi- and multivariate analysis, propensity score matching, regression analysis, assist in creating algorithms to identify DHS clients and families in need of MENTAL HEALTH services, including tele-behavioral care, bridge therapy and community care, to improve the MENTAL HEALTH status of high-risk children in shelter.
-Assist with and conduct qualitative and quantitative public health research projects related to children MENTAL HEALTH issues and services to obtain scientific and public health knowledge for optimizing MENTAL HEALTH services, using rigorous reach methods and software such as Statistical Analysis System, Dedoose, NVivo, Qualix or SurveyMonkey, to develop and target interventions for children in shelter as defined below. As needed, and under guidance, perform or assist in performing geo-spatial analysis of CHILD MENTAL HEALTH indicators among DHS sites to target direct interventions and training.
-Based on data generated above, identify clients and sites for the CHILD MENTAL HEALTH interventions including linkage to care, track and maintain the care coordination system, implement and monitor care plans, collaborate with staff to address the care of children with MENTAL HEALTH need, support clients in attending MENTAL HEALTH appointments, engage with care teams during inpatient stays, assist in developing and implementing interventions to address DHS shelter children MENTAL HEALTH issues, and work with DHS families with children shelters providers to optimally implement these interventions.
-Assist in implementing the children MENTAL HEALTH training and mentoring program, using the data collected and research above to target sites and areas for the interventions.
-Assist with collaborating with DOHMH CHILD MENTAL HEALTH program, DHS shelter providers, NYC Health and Hospitals and other relevant agencies to address children MENTAL HEALTH and support collaborations.
Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
