VOA is seeking a Chief Technology Officer, motivated by our mission and culture driven organization, with experience in healthcare and human services, to join our VOA executive team in beautiful Sheridan, Wyoming.

This individual will have the opportunity to bring their technical expertise, dynamic leadership, and business acumen to a position that will affect positive impact through our diverse service areas that cover a three-state region comprised of Wyoming, Montana, and western South Dakota. The ideal candidate will have a strong vision and implementation strategies for a robust technological infrastructure designed to achieve maximum efficiency and effectiveness of our mission.

Essential Functions

  • Act as a strategic partner across all departments, integrating technology into planning and implementation.
  • Provide leadership in the scoping, selection, and implementation of technology solutions.
  • Provide vision and direction related to the use of technology within the health and human services sectors.
  • Develop, implement, and maintain data through an organization-wide technology and data engagement plan.
  • Enhance client access and experience through digital and technological engagement.
  • Grow technology infrastructure to optimize operations and enable a responsive workforce.
  • Facilitate organizational learning and innovation through technology.
  • Direct and advise the organization on current trends in IT, data management, and security.
  • Lead the development, implementation, and monitoring of organization-wide cyber security standards.
  • Lead enterprise risk management assessment and action related to cyber security.
  • Serve as a subject matter expert able to consult on key technology issues.
  • Participate in the VOA Technology Network, implementing strategies for shared learning, networking, and collaboration.
  • Leverage combined technology spend, selection, and utilization across the organization.
  • Oversee the day-to-day technology and cyber security infrastructure and support functions for all office locations and remote staff.
  • Ensure technology practices adhere to policy and regulatory standards.
  • Identify funding opportunities and other resources that support technology and data initiatives. Lead the application and relationship development around those opportunities.
  • Build partnerships with external providers that will advance growth, innovation, and achievement of our strategic objectives.

Supervisory Responsibility

This position has direct supervisory responsibilities over the IT and Data departments and may serve as a coach and mentor for other positions in the organization.


Work Environment

This job operates in a standard office environment. This role routinely uses office equipment such as laptop computers, photocopiers, and smartphones.

While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision and the ability to adjust focus. This would require lifting files, opening filing cabinets and bending or standing on a stool as necessary.

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are generally Monday through Friday, 8:00 a.m. to 5:00 p.m. Occasional evening and weekend work may be required as job duties demand.

Travel

Travel is required for this position.

Required Education, Experience, or Eligibility Qualifications

  • Minimum 10 years’ experience working in a complex technology and data leadership position demonstrated by progressive advancement.
  • Experience within health and/or human services industries preferred.
  • Experience with organizations having a $50M or larger budget.
  • Master's degree preferred. Bachelor’s with equivalent experience considered.
  • Demonstrated experience developing and implementing technology and data transformation strategies within a large and complex organizational system.
  • Understanding of data analytics and how to apply them to successful strategies.
  • Extensive industry knowledge alongside a vision capable of transformational change.
  • Demonstrated experience with information security including staff training, policy management, industry standards, access controls, and adherence to federal and state regulatory compliance.
  • Ability to navigate an organization with key stakeholders and partners across various groups.
  • Extensive understanding of the analysis, design, hands-on development, and delivery of data-centric solutions.
  • Proven leadership, communication, and interpersonal skills.


Preferred Education and Experience

  • Advanced degree in computer science, business, or related field.
