Job description

Under administrative direction from the Deputy Director, Real Estate Services Division, is responsible for the management of professional services provided by the Real Estate Services Division including capital outlay, special repairs, architectural, engineering and other design and construction related services, economic analysis and special programs (including seismic, green and sustainable, hazardous materials remediation). The incumbent serves as the State's real Estate Services management expert.

Working Conditions

  • This position may be eligible for telework up to three (3) days a week, in accordance with DGS's Telework Policy. The successful candidate must reside in California upon appointment.
  • May be required to travel statewide and possibly overnight as needed to conduct State business.
  • May be required to work after hours and on weekends based on business needs and workload demands.
  • Professional attire required.

General Qualifications
State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.
Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
  • Knowledge of the organization and functions of California State government including the organization and practices of the Legislature and the Executive Branch; principles, practices and trends of public administration, organization and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and Development; personnel management; the manager's role in labor relations; the manager's responsibility for promoting equal opportunity in hiring and employee development and promotion and for maintaining a work environment which is free of discrimination and harassment.
  • Ability to plan, organize and direct the work of multi-disciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top-level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public and the Legislative and Executive branches; analyze complex problems and recommend an effective course of action; prepare and review reports; effectively promote equal opportunity in employment and maintain a work environment that is free of discrimination and harassment.

  • These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):
    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.
    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.
    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.
    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
    • Experience at the managerial level in leadership of a large, multi functional organization working with professional and administrative staff.
    • Experience at the managerial level applying the principles and practices of design and construction Project Management.
    • Experience at the managerial level managing a variety of facilities planning, design, and Development issues and strategies.
    • Experience at the managerial level integrating the activities of a diverse program to attain common goals.
    • Experience at the managerial level evaluating Branch and/or Divisional issues, considering overall implications, and developing policy recommendations.
    • Experience at the managerial level applying Project Management practices and principles in a highly sensitive political environment.
    • Experience at the managerial level in conflict resolution associated with disagreements between and/or among multiple stakeholders at various levels.
    • Experience at the managerial level in an organization subject to California and Federal Government laws pertaining to environmental, fire and life safety, and access compliance.
    • Experience at the managerial level implementing green initiatives issued by the Governor's Office.
    • Experience at the managerial level delivering a program providing services related to one or more of the following disciplines.
    • Experience at the managerial level working with the budget process and monitoring the budget of a diverse, multi-functional organization with a budget of at least 5 million.

  • Describe your experience at the managerial level in administration of a large, multi-functional organization responsible for the design and construction of commercial (public or private) buildings.
  • Describe your experience at the managerial level applying the principles and practices of general state administration (including budgeting, contracting, accounting, human resources, legislation, and public communications).
  • Decribe your experience at the managerial level evaluating operational, considering overall implications, and developing policy recommendations.
  • Describe your experience at the managerial level in conflict resolution associated with disagreements between and/or among multiple external stakeholders at various levels.

  • If you meet the requirements stated in this announcement, you may take this competitive examination.
