POSITION OVERVIEW
Capital School District is seeking a strategic and visionary Chief People Officer (CPO) to join our leadership team. Reporting directly to the Superintendent, the CPO will play a crucial role in shaping the district's culture, overseeing talent management, and ensuring compliance with relevant regulations. This is an exceptional opportunity for an intellectually curious, seasoned people-centric HR professional with experience in K-12 education to make a lasting impact on staff retention, leadership development, and capacity-building aimed at overall organizational success.
RESPONSIBILITIES
Strategic Leadership:
  • Develop and implement human resources strategies aligned with the district's vision and goals. Particular focus areas include staff retention. and filling all positions with qualified personnel who raise the bar.
  • Collaborate with administrators, staff and collective bargaining executive members to drive organizational effectiveness and foster a positive workplace culture.
  • Value data-driven decision-making as a key lever to advance continuous improvement.

Talent Management:
  • Oversee retention, recruitment, onboarding, professional development, and performance management processes.
  • Implement initiatives to build new hiring pipelines, support high-quality educators, and facilitate involvement in decision-making.
  • Oversee the September 30th Unit Count process for the District. Ensure that units are administered in an equitable manner that complies with all District, state, and federal requirements.
  • Build and maintain leadership pipelines to ensure a robust pool of future leaders within the district.
  • Advise administrators and supervisors on issues related to employment, conflict resolution, and employee discipline with the purpose of adhering to Code, board policy, contracts, and agreements.

Compliance and Ethics:
  • Ensure compliance with federal and state employment laws, regulations, and district policies. Designate as the EEO/Affirmative Action/Title IX compliance officer for the District.
  • Uphold ethical standards and integrity throughout all HR practices.
  • Conduct regular audits and assessments to identify and address compliance gaps.

Communication and Collaboration:
  • Foster open and transparent communication with all collective bargaining units and across all buildings/departments. Lead contract negotiations. Serve as District point-of-contact for labor and employee relations.
  • Investigate complaints, concerns, and grievances from employees (e.g., sexual harassment, contract interpretation).
  • Collaborate with other District leaders to address organizational challenges and promote a unified approach.
  • Develop and maintain job descriptions for all staff positions.

Team Leadership:
  • Directly manage a team of HR professionals, providing guidance, support, and professional development opportunities.
  • Empower the HR team to excel in their respective roles and contribute to the overall success of the district. Collaborate with team members who specialize in payroll, benefits, onboarding, retirement, worker's comp, certification, staffing database, substitute management, criminal background checks, and partnering with IHEs.
  • Introduce creative new approaches to advance educational excellence through innovation

QUALIFICATIONS
? Master's degree in Human Resources, Business Administration, or a related field.
? Strong understanding of teacher retention strategies, leadership development programs, human resources practices, and teacher certification.
? Excellent communication and interpersonal skills.
? Demonstrated commitment to ethics, integrity, diversity, and fostering a positive organizational culture.
? Proven experience in K-12 education and Human Resources leadership preferred.
? SHRM-SCP or SPHR certification preferred.

Frequently sitting and/or remaining in a stationary position for long periods of time. Exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
PHYSICAL AND ENVIRONMENTAL CONDITIONS
The work of this class is generally performed in a school environment. Work may require the ability to move around the school and classroom. This position requires extensive travel in order to make relevant contacts (as needed).
PRE-EMPLOYMENT REQUIREMENTS
? All persons employed by the Capital School District are required to submit a criminal background check and a tuberculosis test.
