Job description

General Statement of Duties and Responsibilities:

The Chief Parole Supervisor - Field Services (CPSFS) oversees, manages, directs, and conducts planning for the Field Services Division (FSD) operational activities of the Massachusetts Parole Board under the Executive Office of Public Safety and Security.  The CPSFS must have extraordinary parole law enforcement experience and judgment in order to make critical law enforcement procedural decisions on behalf of the agency and the public.  

The CPSFS plans and oversees re-entry strategies that incorporate community safety needs, evidence-based practices, and specific knowledge of regional and local program resources. In the event of state of emergency, the CPSFS is considered essential/emergency personnel providing direct supervision to the Deputy Chief Parole Supervisor - Field Services, Parole Supervisors, Assistant Parole Supervisors and Parole Officers assigned to the Field Services Division.  

The CPSFS possesses a Special State Police Commission with Special State Police Officer arrest powers granted under MGL Chapter 127 Sec 127.  The incumbent of this position participates in Parole Officer Basic and Annual In-Service Trainings including Firearms; Pepper Spray; Restraints; Handgun Retention; Self-Defense; Arrest and Transportation of Parole violators and offenders. The CPSFS carries agency issued equipment including firearms, pepper spray, radio, handcuffs, body armor and cell phone. The incumbent is assigned an agency vehicle with domicile privileges to respond at any hour to critical public safety incidents for the purpose of making law enforcement decisions on behalf of the agency.  Routinely makes related procedural decisions regarding murderers, sex offenders, and other violent offenders.  

Detailed Statement of Duties and Responsibilities:

The CPSFS is assigned to the Central Office and manages the daily operations of the Field Services Division; a major component of the Parole Board's Field Staff and is required to travel to nine statewide Regional Parole/Reentry Centers, that supervise all parolees and provide services to discharged offenders.  The CPSFS also travels to the Interstate Compact Unit, Warrant and Apprehension Unit, and the Field Services Training Unit.

The CPSFS provides direct supervision to the Deputy Chief Parole Supervisor - FS, Field Parole Supervisors and Assistant Parole Supervisors, and indirect supervision to Field Parole Officers.

The CPSFS oversee the Parole Warrant and Apprehension Unit that investigates, locates, and returns parole violators to custody. This Unit also has oversight for the use of GPS and Electronic Monitoring for Parolees with the Massachusetts Probation Service. 

In overseeing and directing the parole supervision of approximately 10,000 parolees each year, the CPSFS has a critical law enforcement role in managing the Commonwealth's efforts to re-enter inmates into their communities.

The CPSFS:

Authorizes warrants for the detention of violent offenders including murderers and sex offenders.

Maintains working relationships with various social service agencies and victim's rights groups.

Has responsibility for developing and implementing FSU policies and procedures; managing and directing the training and evaluation of staff; and provides oversight of all law enforcement and agency vehicles.

Maintains direct contact with various law enforcement and criminal justice agencies including State Police and local police; federal agencies including the FBI, U.S. Marshal's Service, ATF, and ICE; the Massachusetts Probation Services; State Department of Correction; Sheriff's Departments; Statewide State Police Radio System; Municipal Police Training Committee; Criminal Justice Information System (CJIS) and Sex Offender Registry Board.

Has responsibility for the Intensive Parole for Sex Offenders (IPSO) Parole Program which includes Parole Polygraph Examiners.

Has responsibility for managing the Substance Abuse Coordinators and Victim Service Coordinators in each Regional Parole/Reentry Center.

Assists in the coordination of the security and transportation of inmates attending hearings at Central Office with the Department of Correction.

In the absence of the Parole Supervisor, the CPSFS provides direction and may oversee the day to day operations of a regional office by:  conducting case conferences with parole officers and parolees; conducting drug tests on parolees; authorizing detainers; assisting in the arrest and the transportation of parole violators to correctional institutions; responding to relatives of parolees; responding to the needs of victims; accompanying Field Parole Officers in their assigned districts to observe, evaluate the officers during visits to parolee's homes, work and assist in on-site drug testing, arrests and transportation of parole violators.

Is responsible to authorize and approve overtime payroll expenditures; confer with the Executive Director and HR Director regarding union, employment, and personnel decisions. 

MINIMUM ENTRANCE REQUIREMENTS:

 

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

 

Substitutions:

 

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

 

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

 

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

 

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
