SUMMARY
Direct and supervise law enforcement operations and personnel in the Park District in order to protect park property and assist the community in the proper use of Park facilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Develop and recommend policies, procedures and processes to protect life and property in the park property.
  • Supervise all personnel and activities of the Decatur Park District Park Police in accordance with all applicable laws and ordinances.
  • Prepare and report required crime statistics to State Police and other authorized agencies.
  • Investigate all citizen complaints assuring that Park Police operations are conducted with integrity and in a professional law enforcement manner.
  • Develop and administer the Park District law enforcement budget.
  • Coordinates internal investigations of department members in the event of alleged wrong doing and subsequently suspends or demotes members of force for infractions of rules or inefficiency when applicable.
  • When required, must be able to engage with groups in a public speaking setting to discuss departmental initiatives.
  • Coordinate with applicable staff and communicate with government agencies to obtain funds for special operations or for purchasing equipment for department.
  • Stay up to date on all local, state, and federal laws and policies
  • Patrol all District parks and facilities being watchful for criminal activities and violations of regulations.
  • Maintain appropriate relationships and coordinate activities with other law enforcement agencies and the State Attorney’s office.
  • Be certified, or able to obtain certification within 6 months from date of hire, or as training schedule allows, with the Chief’s Training Program through ILETSB
  • Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES
The Chief of Police is responsible for the overall direction, coordination, and evaluation of the unit in its entirety. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/orEXPERIENCE
High School Diploma or G.E.D required. Two-year degree in a relevant area of study is preferred but not required. Ten years of full-time active-duty police experience with a minimum of five years supervisory experience preferred but not required.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS
Strong skills in all areas of general math are required.

REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS
The Illinois Law Enforcement Training and Standards Board Certificate in recognition of successful completion of the Basic Law Enforcement course.
