Norfolk Fire-Rescue

The City of Norfolk has a rich history of quality and innovative response to emergencies. Over 100 years of fire service response and over 30 years of pre-hospital emergency medical service (EMS) response have resulted in high service delivery standards for the members of Norfolk Fire-Rescue (NFR). Over the years, calls for service have changed and NFR's operational response has changed to meet the challenges.
Norfolk Fire-Rescue serves an area of approximately 66 square miles and provides coverage 24 hours a day, 365 days a year. The department is comprised of 518 sworn firefighters and resources including: 14 Fire Stations, 14 Engine Companies, 7 Ladder Companies, 14 Medic Units (Ambulance) and 2 Heavy Rescue Companies.

Chief of Fire-Rescue

The City of Norfolk is actively seeking a visionary and adept leader to assume the role of Chief of Fire-Rescue. In this critical position, the Chief will play a pivotal role in shaping the future of our community's safety and resilience. The successful candidate will lead with an unwavering commitment to excellence, overseeing and enhancing all facets of fire and rescue operations within the city. This multifaceted role demands exceptional leadership capabilities, a commanding personal presence, and strong communication skills. The Chief of Fire-Rescue will serve as the driving force behind strategic initiatives, ensuring the safety and well-being of our residents and their property.

Essential Functions

Chief of Fire-Rescue responsibilities include:


  • Demonstrate leadership by setting a compelling vision, establishing strategic goals, and effectively implementing policies and procedures to guide the Department of Fire-Rescue.
  • Command and orchestrate firefighting, emergency medical services, and rescue operations with a high level of personal authority, ensuring a coordinated and efficient response to incidents.
  • Cultivate collaborative relationships with city officials, emergency services, and community organizations, showcasing active listening skills and a genuine commitment to bolstering overall public safety and emergency preparedness.
  • Instill a culture of engagement and education within the community, leveraging strong interpersonal skills to connect with residents and promote fire prevention and safety measures.
  • Provide mentorship and supervision to department personnel, fostering a culture of professionalism, continuous training, and exceptional performance.
  • Exhibit financial acumen by effectively managing the department's budget, allocating resources judiciously, and actively pursuing grant opportunities to enhance operational capabilities.
  • Stay at the forefront of industry best practices, advancements in technology, and emerging trends in fire-rescue services, and communicate these insights effectively within the department.

Education/Experience

Required Qualifications:


  • At least ten (10) years of combined experience as a Chief Officer in a major municipal setting.
  • A bachelor’s degree in fire science, emergency management, public or business administration, or a related field. A master’s degree in public administration, public policy, or a related field is preferred.
  • Proven track record of leadership and management in fire-rescue services, with a commanding personal presence and the ability to inspire and motivate others.
  • Exceptional communication and active listening skills to engage effectively with diverse stakeholders, both within the department and in the community.
  • In-depth knowledge of local, state, and federal regulations related to fire-rescue services.
  • Ability to make critical decisions under pressure and lead emergency response efforts.

Additional Information & Requirements

Licenses/Certifications:

  • Valid Driver's License.
  • Current Virginia Department of Fire Programs (or other National Professional Qualifications System recognized) Certifications in:
    • National Fire Academy Executive Fire Officer Certification;
    • Hazmat Awareness and Operations;
    • Emergency Vehicle Operations;
    • and/or other "Firefighter Professional Qualifications" as required by the Virginia Administrative Code.
  • The current Virginia Department of Health certification as an Emergency Medical Technician-Advanced, Intermediate or Paramedic.
  • American Heart Association certification in Basic Cardiac Life Support for Health Care Providers.
Signing Bonus:
  • This position is eligible for a $5,000 signing bonus.
