SPECIAL NOTES:

Four (4) years of professional experience in Fire Science, Business Management, Education, or other related field is required. A Bachelor of Arts/Science degree can substitute for the requiredprofessional experience.


Additional requirements:

  • Certified Firefighter II-NFPA 1001
  • Florida Certified Fire Instructor III – FS 633 (required within one (1) year of appointment)
  • Florida Certified Contract Manager (required within one (1) year of appointment)
  • Five (5) or more years’ experience in the development of curricula OF FIRE and emergency training programs.
  • Five (5) or more years’ experience managing fire service training, facilities, equipment, maintenance, and improvements, overseeing the management of facilities and equipment maintenance and improvements.

Preference will be given for the following:

  • Florida Certified Firefighter II – FS 633
  • Three (3) or more years’ experience in School Administration for a College or Technical Training Program.

Valid driver’s license required.


This position requires a security background check, including fingerprint as a condition of employment.


Employees of the Department of Financial Services are paid on a monthly pay cycle.

The Superintendent of the Bureau of Fire Standards and Training (BFST) is a key figure in ensuring the readiness, safety, and effectiveness OF FIREfighters and emergency responders in Florida. This role requires a dynamic and forward-thinking leader who can navigate the complexities of the field and drive positive change. This critical and multifaceted position is responsible for overseeing all operational and administrative functions of the BFST which involves managing personnel acquisition, curriculum development, budgeting, facility maintenance, certification processes, coordination OF FIRE and emergency training facilities and programs and oversight OF FIREfighter safety and wellness programs. The incumbent also represents the Division of State Fire Marshal at various events, collaborates with national organizations, and plays a key role in disaster response efforts.


BRIEF DESCRIPTION OF DUTIES:

  • Administrative/Leadership:
    • Direct the operation and administrative functions of the Bureau of Fire Standards and Training and the Florida State Fire College.
    • Develop and implement rules, regulations, forms, and procedures related to firefighter training and certifications.
    • Prepare technical correspondence and materials pertaining to Bureau activities.
    • Develop and manage the operating budget for the Bureau.
    • Enforce Chapter 633, Florida Statutes, and exercise independent judgment when dealing with agencies violating related laws.
    • Administer the Florida Firefighter’s Supplemental Compensation program.
    • Conduct research on emerging trends and best practices in fire safety and training, incorporating findings into training programs.
    • Prioritize and implement measures to ensure the health, safety, and well-being OF FIREfighters during training and operations activities.

  • Personnel Management:
    • Identify, recruit, acquire and evaluate experienced and qualified personnel for various positions within the Fire College and Bureau, including instructors, supervisors, support staff, and maintenance personnel.
    • Provide guidance and instruction to staff on technical aspects of their roles and responsibilities.

  • Facility and Equipment Management:
    • Identify needs and funding requirements for facilities and equipment maintenance and improvements.
    • Oversee the management of contracts related to training services, equipment procurement, and facility improvements.

  • Curriculum Development/ Testing and Certification:
    • Develop and modify curricula for basic, intermediate, advanced, and specialized fire and emergency training.
    • Establish meaningful criteria for certification of training centers statewide.
    • Develop and evaluate testing instruments to measure the effectiveness of training programs.
    • Administer final examinations for various levels of training statewide.
    • Oversee the inspection and certification of physical training facilities statewide.
    • Develop and participate in training exercises related to firefighting and urban search and rescue operations.

  • Collaboration and Outreach:
    • Engage with governmental organizations, fire service organizations, and other stakeholders to ensure support and input for statewide training and education programs.
    • Represent the Division of State Fire Marshal in promoting fire prevention and protection, outlining Bureau activities, and fostering relationships with civic, fraternal, and professional organizations.
    • Coordinate efforts with national organizations such as NFPA (National Fire Protection Association) and NFA (National Fire Academy).

  • Disaster Response:
    • Be a member of the DFS’s Disaster Response Team.
    • Respond to disaster scenes and assume command OF FIREfighting and urban search and rescue field operations as directed by the State Emergency Operations Center.

  • Other duties as assigned.
