University of Wisconsin-Platteville is seeking a Chief Human Resources Officer (CHRO).  The CHRO is responsible for the strategic leadership and day-to-day management of all human resource functions for the Office of Human Resources (OHR), including: organizational development, employee engagement, strategic planning and staffing, payroll and benefits, training and workforce development, employment relations, performance planning and management, workplace diversity, employee recognition, and policy development and enforcement. The CHRO coordinates implementation of services through Human Resources staff and assists and advises institutional leadership, administration and managers in regard to organizational and Human Resources issues.

This is a full-time, benefit and paid leave eligible position. Salary for this role is $105,000 - 115,000 commensurate with skills and experience. 
 Responsibilities:

  • Identifies, develops, and directs all Human Resources management activities
  • Serves as the key Human Resources subject matter expert and institutional strategic planner and consultant, promoting institutional initiatives and advising institutional leadership on best practices
  • Establishes and maintains collaborative partnerships to maximize human resource contributions and attain critical strategic priorities
  • Identifies and implements continuous improvement principles in strategic direction-setting
  • Develops, formulates, and interprets personnel policies and procedures providing staff guidance, instruction, and interpretation for application
  • Represent the Office of Human Resources at the institution and system level, and to external constituencies
  • Develop and maintain clear communication, operational transparency and information-sharing in regard to employment rights and responsibilities
  • Design and implement effective talent and performance management processes and systems to create, compensate, promote and sustain a highly qualified and diverse workforce, that includes diversity-focused recruitment and hiring, employee recognition, wellness and work-life programs
  • Serve as a resource and liaison to a broad constituency of faculty and administrative leaders on OHR-related matters and employment issues
  • Create and maintain a collaborative and professional working relationship with senior leadership, administration, faculty, staff and students, including governance groups regarding employment-related issues
  • Develop, deliver and manage a full range of programs and initiatives campus-wide that focuses on employee hiring and orientation, training and development, workflow and performance management, and an inclusive, diverse and innovative work environment
  • Responsible for receiving, investigating and responding to matters involving employee relations, complaints, grievances and/or litigation; work closely with campus individuals to respond to complaints or grievances in accordance with applicable institutional policies and procedures
  • Serve as a Deputy Title IX Coordinator for the institution on Title IX employment-related matters and work collaboratively and in support of the Title IX Coordinator's duties, functions and initiatives for the institution.
  • Identify opportunities for improvement and expansion of Human Resources and employment-related operational processes and systems
  • Work closely with UW System on centralized functions, including providing necessary feedback, input and assessment of OHR services and ensuring high quality and efficient employment-related services 

What You'll Need to Succeed:

  • Bachelor's degree from an accredited institution, with a Human Resources related certification (PHR, SPHR, SHRM-CP, etc.) or a Master's degree in Human Resources or related field.
  • 3-5 years of progressively responsible supervisory or management experience in Human Resources work, with a focus on employment relations and workplace environment/climate and experience with senior-level management, higher education and/or public service.
  • Professional knowledge and expertise to guide and counsel administrators and employees in all areas of HR/EO/AA management.
  • Strong knowledge of federal and state employment-related laws and regulations
  • Demonstrated experience in the direct supervision and/or handling of equal employment opportunity, affirmative action and nondiscrimination policies, laws and regulations.
  • Demonstrated workplace professionalism, high level of conflict resolution/mediation skills.
  • Excellent written and oral communication skills, interpersonal skills and engagement, with a diversity of styles; including demonstrated ability to actively listen, negotiate, persuade, engage and educate.
  • Strong skills in policy interpretation and implementation.
  • Ability to promote and manage diverse employees to create a positive and productive work environment.
  • Understanding of public institutions with an ability to manage and/or implement state and local initiatives within the context of higher education.
  • Excellent time-management skills with a strong ability to prioritize the needs of the institution with the operational needs of offices, departments and divisions.
  • Strong supervisory, leadership, and personnel management skills to effectively direct, administer and manage through others, including knowledge of unit organizational structure, development and evaluation.
  • Ability to exercise good judgment in making high-level management decisions and commitments.
  • Excellent analytical skills; ability to use information to draw rational conclusions and develop solutions.
  • Proven record of successful planning, budgeting, financial analysis and fiscal management including skill in budget preparation and cost containment.
  • Demonstrated ability to develop, implement, analyze, and monitor and manage the OHR operating budget.
