Job Description:
Principal advisor on all matters related to Human Resources: employee relations, labor relations, benefits, training, recruitment/retention, performance management, and employment law. Serves as a member of the Superintendent's Cabinet.
MINIMUM EDUCATION OR FORMAL TRAINING:
- Masters Degree in Public Administration or related field required
MINIMUM EXPERIENCE:
Previous Human Resources experience required
Six (6) years Human Resources experience preferred
K-12 school district executive leadership experience preferred

Responsibilities:
Act as senior level advisor and coach leaders on HR issues, strategic and operational people programs. Consult and advise district leadership on highly confidential and complex Human Resources and employee relations issues. Support internal clients in all aspects of managing their Human Resources needs ensuring effective roll-out of district programs. Serve as a liaison to employees and leadership for analysis and solutions to complex matters, compliance with all federal, state and local employment laws and statutes; oversee all employee grievance, due process, and problem-solving procedures.
Prepare and deliver reports related to program effectiveness to the Board of Education at the discretion of the superintendent; provide recommendations for new policies or revisions to existing policies or procedures as conditions change. Identify key barriers or core problems and effectively resolve or improve conditions.
Provide advice and recommendations to the Superintendent on sensitive personnel matters. Recommend procedural changes that will improve the effectiveness/efficiency of the HR services provided to the district.
Represent the Superintendent's Cabinet on various compensation, benefits and wellness, personnel relations, compliance office practices, hiring and recruitment, and other Human Resources operations programs.
Coach leadership in change management and leadership strategies that support the achievement of leadership and fiscal results.
Develop and maintain long range plans for Human Resources leaders, which align with district goals.
Analyze personnel data to strategically respond to and demonstrate ongoing improvement.
Establish and maintain effective working relationships with governmental agencies, school districts, community groups, state organizations, and other stakeholders in partnership to maximize opportunities for employees and students.
Direct and lead all business unit Human Resources functions including the planning, implementation, and administration of all Human Resources programs in line with district strategic directives and initiatives, as well as the execution of critical special projects in collaboration with staff members, appropriate departments, organizations, and other stakeholder groups. Ensure that current levels of industry standards, innovations and improvements in technology, and position control guidelines are met.

Facilitate the process of analyzing strategic and operational issues and formulating goals, strategies and action plans to achieve district objectives. Lead district participation in all talent management and related department initiatives.
Direct, mentor, and coach Human Resources management staff.
Foster and develop positive employee climate and culture
Develop and monitor the Human Resources budget, including analysis of budget expenditures and recommendations for on-going operations efficiency and effectiveness, ensuring fiscal compliance and stability.
Represent the Board of Education and the Superintendent in discussions of compensation, benefits and terms/conditions of employment. Lead meet and confer teams and serve as District spokesperson in negotiations between administrators and Union-represented employees.

Full Salary Range:
$146,579.30 USD - $224,700.00 USD Annual
  • All salary amounts listed above are based on a full-time (1.0) FTE. If applicable, part-time salaries will be prorated according to the assigned FTE.
