JOB DESCRIPTION: Under the general direction of the Superintendent, the Chief Human Resource Officer for Human Resources provides leadership for Human Resource activities to ensure high quality staffing and retention of district personnel. Recommends and implements legally sound and effective Human Resource management programs, policies, and practices. Responsible for the strategic planning and implementation of Human Resource programs to include professional and auxiliary staffing, wage and salary administration, leave administration, performance appraisal, employee relations and benefits. He/She will focus Human Resource capital on the improvement of student achievement. Ensures the district is in compliance with current, applicable labor laws.
DESIRED QUALIFICATIONS:
Master's degree or higher
Type 75 certification
Successful experience in teaching and/or administration
Certification in evaluating Illinois principals or teachers or ability to obtain certification within one school year
Experience with employee discipline
Experience with implementation and monitoring of employee bargaining contracts
Central office experience preferred
KNOWLEDGE, SKILLS AND ABILITIES:
Master's degree; Three years' experience working with disadvantaged students or students in a secondary school-aged educational setting preferred; Experience developing academic intervention programs preferred; Prior experience, training, and supervising tutors preferred; Experience working with low income first generation college students preferred.

DUTIES AND RESPONSIBILITIES: (Essential Job Functions)
Plans and directs a program for recruitment, selection, and assignment of the best qualified teachers and classified personnel
Maintains all position applications through an online system and monitors screening and hiring practices district-wide
Responsible for the screening and interview process for Principals and District level administrators and promotions, which include employee due process and discipline, and performance improvement
Counsels with principals and other administrators to forecast staffing needs and develop staffing plans
Certifies staff classifications and salaries to the Finance Department
Monitors implementation of the designated employee appraisal systems
Maintains staff records, which include the Employment Information System and other required personnel records
Coordinates new teacher orientation, substitute teacher orientation, and ensures orientation for other staff
Develops and provides professional development for staff as assigned by the Superintendent
Maintains a list of certified substitute teachers and classified personnel and supports appropriate assignments to schools and buildings
Monitors compliance with Consent Decree directives to develop a staffing plan and identify critical needs of the District
Provides administration of all leave requests
Serves as the District's liaison to bargaining units and monitors compliance with contracts
Processes and maintains records of criminal background checks for employees, volunteers, and anyone working with students
Coordinates student teachers in a manner that protects the instructional process and creates harmonious working relationships with participating colleges and universities
Develops and monitors guidelines for salary administration and placement of new hires
Analyzes wage and salary data and recommends effective compensation plans
Develops and implements procedures for the preparation and updating of job descriptions and for the proper classification of positions
Maintains accurate personnel inventory and an effective system of position control with careful attention to placement of Title I positions
Oversee compliance with federal wage and overtime laws and ensure proper timekeeping for nonexempt personnel
Serves as District designee for compliance with the American with Disabilities Act (ADA) and Family Medical Leave Act (FMLA)
Work with the CFO to calculate cost estimates for compensation and benefit recommendations implement benefit programs in compliance with bargaining unit contracts and Board policy and provide benefit information to employees
