Duties
As the Chief Data Officer, you will be part of Human Capital Data Management and Modernization (HCDMM). If selected, you will be responsible for:
- Advising the Executive Director HCDMM on establishing standards, protocols, and governance for the Title 5 government-wide collection and utilization of HC data;
- Championing a culture of data and evidence-based decision making across OPM through leading the development of analytical products and services, developing and assigning data related roles and responsibilities, promoting employee development in data access and
analysis, and establishing and executing a Strategic Data Plan; - Leading agency execution of HR Data Strategies and governance frameworks for achieving the strategic objectives;
- Leading efforts to track and integrate data collections, data purchases, databases, physical data models, and linkages between data sets across OPM and integrates data lifecycle management activities and data quality measures on behalf of OPM;
- Serving as the agency's Responsible Artificial Intelligence Official under E.O 13960; and
- Ensuring OPM data conforms to specific policy-related activities and, to the extent practical, with data management best practices.

- This is not a remote position, selectee will be required to report to the duty station on a regular basis. Telework may be authorized.

TECHNICAL QUALIFICATIONS (TQs):
- Extensive knowledge of, and demonstrated experience with, the principles, procedures, and tools of data management, such as: modeling techniques, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.
- Demonstrated experience overseeing enterprise data analytics. This includes experience creating and scaling operations, managing consultancy units and promulgating data governance and analytics policies and best practices to leverage data for maximum business value.
