Description
In collaboration with station Vice President and General Manager, assists in setting the vision, strategy, and goals for multi-platform content development and distribution in alignment with the Milwaukee PBS mission to use the power of media to educate, entertain and inspire our communities.
A key partner in strengthening the organization's relevance and long-term sustainability. Responsible for developing a robust pipeline of content. Oversees content creation in broadcast and digital platforms. Manage a high-caliber, diverse and innovative team. Leads the content distribution strategy for multiple platforms.
Inspires design, integrity and success of content, overall editorial leadership, planning, presentation and supervision.

Characteristic Duties and Responsibilities
  • Oversees recruitment, management and direction of staff. Responsible for over-arching staff skill development, motivating high performance and team building.
  • Directs the utilization of national/regional/local partner content resources. Provides leadership and participates in the continual refinement of content objectives.
  • Maintain editorial integrity and independence in the content creation process.
  • Serves as the primary point of contact from Content Creation/Production Department to station leadership and cross-divisional teams.
  • Effectively build capacity and audience, and enhance community impact of Milwaukee PBS.
  • Design and execute strategies for expanding content offerings on both existing and emerging platforms, with an aim of attracting new audiences and deepening engagement with existing audiences with station goals and direction as set by station vice president and general manager.
  • Deploy staff accordingly to meet audience needs across all platforms. Identify staff skills that need to be developed or acquired in order to execute on content strategies. Adjust staff complement and assignments to align with strategic goals.
  • Design standards and procedures to acquire, coach, evaluate and hold accountable high-quality content-making and content delivery talent. Be able to define, instruct and model excellence in both qualitative and quantitative terms. Be inspirational to the staff in fulfillment of MPBS's vision and service mission.
  • Plan, prepare and monitor content production budgets.
  • Capable of making difficult changes at every level of content with transparency and in coordinating with station vice president and general manager.
  • Maintain close connection and interaction utilizing research of current trends and key performance indicators of Milwaukee PBS to continually improve content effectiveness and staff performance.
  • Follow the rules for full compliance with FCC, CPB, etc.

Qualifications
Compliance with all state, federal, and accreditation standards/requirements, as well as all MATC policies and procedures.
Required Education:
  • Bachelor's Degree or equivalent experience.
Preferred Education:
  • Master's Degree
Required Experience:
  • 10+ years of successful and increasing levels of relevant work experience.
  • 8+ years of experience at supervisor/management levels.
  • Experience in content creation/production, budget planning and broadcast media.
  • Significant media leadership experience, ideally in the top 40 media market in the U.S.
Preferred Experience:
  • Demonstrated understanding of programming principles, audience research, operational methods, FCC rules, and the opportunities and challenges of issues facing a disrupted and dis-intermediated media environment, particularly for public broadcasting.
  • Past track record of diversifying a content-making team toward greater inclusion representation of the community served.

Knowledge Skills and Abilities:
  • Possess deep knowledge of and experience in content development and implementation. Ability to provide general oversight of rights and knowledge of rights clearances and process. Possess knowledge of how to effectively present content to current core audience and emerging new audience, on-air, online and on-demand.
  • Deep knowledge of and commitment to the tenets of ethics and editorial integrity.
  • Lead content creation which has meaning and purpose, while moving forward in new, fresh and relevant ways in service to our communities.
  • Demonstrate ideas and ability to diversify audience appeal, including ethnic, age and education level.
  • Have knowledge of regulatory governance and rights management regulations in the electronic media industry.

Physical Demands:
  • Ability to lift, carry, push and pull up to 30lbs.
  • Ability to stoop, kneel, crouch, reach, hear and speak.
  • Sitting/Standing/Walking: 65% of time spent sitting, 30 % of time standing, and 5% of time walking.

Supplemental Information
Start Date:
This position reports to the Vice President/General Manager of MPBS.
Hours:This position is a 1.0 FTE or 40 hours per work week. Hours are Monday through Friday from 8am - 4:30pm.
Salary:
Salary is listed to the midpoint of the salary range and is based on the 2023/2024 rates and are determined by years of experience credit and internal salary equity.

Health Insurance
  • MATC offers a choice between two medical insurance plans. See below for plan types:
    • Low Deductible PPO
    • High Deductible PPO
  • Upon selection, the coverage begins the first of the month following start date. You will have 30 days from your start date to enroll.
  • MATC contributes a generous percentage towards medical insurance premium.
  • Both medical plans include prescription drug coverage at no additional cost to employees.
  • Employees are offered an option to enroll in a Health Care Flexible Spending Account (FSA) with the selection of the Low Deductible PPO plan.
  • Employees are offered an option to enroll in a Health Savings Account (HSA) with the selection of the High Deductible PPO plan with employer contributions.

  • Dental Insurance
    • MATC offers a group dental plan through Delta Dental.
    • Upon selection, the dental insurance plan coverage begins the first of the month following start date.
    • Annual maximum per covered person is $2,500; plan covers preventive, routine, restoration, and has an orthodontic benefit for dependents up to age 19.

    Vision Insurance
    • MATC offers a group vision plan through Superior Vision..Upon selection, the vision insurance plan coverage begins the first of the month following start date.
    • Plan covers eye exam, frames, lenses and contact lenses.

    Group Life Insurance
    • MATC offers group term life insurance benefits through Madison National Life Insurance Company effective the first of the month of start date and is fully paid for by the College. The amount of insurance is based upon the employee's annual earnings rounded to the higher $1,000.00. The benefit is doubled in the event of accidental death.
    • Supplemental Life Insurance is also available at group rates for employees, spouses, and dependents to purchase.

    Long-Term Disability
    • MATC offers long-term disability insurance through Madison National Life Company after 30 days of employment and is fully paid for by the College. Benefits provided are equal to 66 2/3% of base monthly earnings.

    Flexible Spending Accounts
    • MATC offers two types of Flexible Spending Accounts (FSA):
      • Health Care FSA
      • Dependent Care FSA
  • This type of benefit allows employees to set aside pre-tax dollars per calendar year for a variety of medical, dental, and vision expenses (for a Health Care FSA) and for day care expenses for children under 13 or family members that are dependent on you for more than half their support (for a Dependent Care FSA) up to a maximum amount.

  • Retirement Savings
    • Regular full-time employees of MATC who are hired for greater than 12 months become members of the Wisconsin Retirement System (WRS)'s pension system as of day one of employment. The College currently pays the full cost of the employer contribution (6.8%), and the employee pays the full part of the employee contribution of 6.8% of salary. There is a five year vesting period requirement in order to qualify for any employer contributions made on the employee's behalf. Contribution rates are subject to change annually as set by the State.
    • In addition to the WRS pension account, employees may enroll in other optional retirement savings plan such as a 403(b) account or a 457 account on a pre-tax or post-tax basis.

    Sick Leave
    • MATC offers employees a generous sick leave plan per year.
    • Each employee may accumulate up to 165 days of full sick leave with an unlimited accumulation of half pay sick leave.

    Vacation
    • MATC offers a vacation policy to employees for the purpose of rest and relaxation.
    • Vacation is earned at a generous rate each year of employment. (Not available for Instructors)

    Paid & Flexible (Floating) Holidays
    • MATC offers 12 paid holidays for non-Faculty positions and 7 paid holidays for Faculty positions.
    • MATC provides two flexible (floating) holidays per employee per year. (Not available for Instructors).

    Tuition Benefits:
    • Employees are eligible for tuition reimbursement and waiver after completing probationary period.
    • Amount allowed per fiscal year is 18 credits at MATC or $1,400 at other accredited institutions.
