The Oregon Department of Environmental Quality has a full-time opportunity for a Chief Audit Executive (Internal Auditor 3 / Internal Auditor 2 - Underfill) in Portland, Oregon.

The agency has 3 regional divisions (Northwest, Eastern, and Western), a Central Services Division (housed at Headquarters), a Vehicle Inspection Program, a Laboratory and Environmental Assessment Division, and divisions for Water, Air, and Land. This position is within the Director's Office, which provides DEQ with overall leadership.
The internal audit function of DEQ is solely the responsibility of the Chief Audit Executive. The auditor works independently and leads and executes internal audits for DEQ. The outcome provides assistance to the agency in effectively managing the resources, personnel, activities, and programs of the agency by providing independent and objective direction and support services to help accomplish the goals and objectives of the agency, mitigate risk, and improve the agency's operations, controls, and governance processes. The position of Chief Audit Executive is required by ORS 184.360 and OAR 125-700.

What you will do!
You will independently examine and evaluate the adequacy and effectiveness of the organization's system of internal control and the quality of performance by examining the reliability and integrity of information; compliance with policies, plans, procedures, laws, and regulations; and safeguarding of assets. You will examine the economical and efficient use of resources, as well as the accomplishment of established priorities in annual work plans and meeting of the strategic plan metrics for operations and programs. You will use a systematic approach to evaluate and improve the effectiveness of DEQ's risk management, control, and governance processes; this will include auditing DEQ's financial systems, organizational performance, and information technology. You will help management achieve a balanced system of internal control for information technology and ensure upper management that the use and control of information systems is consistent with the organization's overall Strategic Plan. Finally, you will provide management with an independent, objective assurance and consulting activity designed to improve DEQ's operations.

What are we looking for?
Minimum Qualifications for Internal Auditor 3:
  • Bachelor's degree in business or public administration, finance, economics, computer science, accounting, or a related degree, AND 3 years of experience performing professional-level auditing, investigations, compliance, or policy/program work (an equivalent combination of education and experience is acceptable)

Minimum Qualifications for Internal Auditor 2:
  • Bachelor's degree in business or public administration, finance, economics, computer science, accounting, or a related degree, AND 2 years of experience performing professional-level auditing, investigations, compliance, or policy/program work (an equivalent combination of education and experience is acceptable)

The underfill option is available to you if you do not meet the minimum qualifications for the Internal Auditor 3 upon hire. In order to retain this appointment, you must be able to meet the minimum qualifications for the Internal Auditor 3 within 3 years of employment.
Candidates who are most competitive will also reflect the following:
  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
  • Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA) certification.
  • Working knowledge of the principles and practices of management, generally accepted accounting principles, statistical analysis, audit standards, audit techniques, and risk analysis.
  • Experience applying auditing techniques and procedures such as analytical review procedures, statistical sampling methods, quantitative methods, account analysis, reconciliation methods, and work paper preparation methods and documentation.
  • Experience applying risk analysis techniques used for the evaluation of internal and management controls, agency performance, and operational performance.
  • Experience evaluating the impact of alternate courses of action and reaching sound conclusions.
  • Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information, as well as audit findings and recommendations tailored to the needs of diverse audiences; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
  • Ability to interpret laws, rules, and regulations, and apply them to varying and complex compliance situations.
  • Ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
  • Knowledge and experience building cooperative working relationships with and between department and staff; ability to gain and maintain the cooperation of team members, peers, management, and other organizational methods.

Working Conditions:

This position will be based out of DEQ's Headquarters Portland office, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
This position requires in- and out-of-state travel on official State business for meetings, conferences, trainings, seminars, and public hearings. Occasional extended working hours, evening work, weekend work, and overnight stays may occur.
