Job Summary:

Under the guidance and direction of the Arizona State Land Department’s Executive Deputy Commissioner, the Chief Administrative Officer (CAO) directs and administers, through subordinate management staff, the development, implementation and operation of the agency’s administrative functions (i.e. budget, accounting, purchasing, financial control, building operations, rule-making, etc.) for the entire agency. The incumbent will be responsible for collaborating with each section manager (Business & Finance, Title & Contracts, Public Records, Budget & Procurement.) The CAO will also supervise, coach and mentor the directors responsible for Information Systems (IT and GIS) and Internal Services (Archeology, Appraisal, Audit-Compliance.) For all areas of responsibility, the incumbent will draw upon defined goals to develop a functional and fluid business plan, which maximizes capacity, continually improves processes and economic return, aligns with the strategic objectives of the agency, defines immediate and long-term goals and priorities and adjusts as business needs dictate.
This position may offer the ability to work a hybrid-remote structure, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

  • The primary duties of the Chief Administrative Officer are summarized as follows:
  • Develops, interprets and implements policies, procedures and processes for the Department’s administrative functions, and associated general business and logistical matters, which typically include budget, financial control, personnel, purchasing, accounting, building maintenance, printing, data processing coordination and related activities.
  • Directly supervises, mentors, and coaches the directors responsible for Information Systems (IT and GIS) and Internal Services (Archeology, Appraisal, Audit-Compliance) providing recommendations to the agency’s Cabinet Executive as appropriate.
  • Serves as the agency’s leader in the creation, implementation and quarterly review/update of the ASLD Strategic Plan.
  • Assumes the leadership role for all functions of the agency’s AMS (Arizona Management System) processes, which includes compiling, reviewing and reporting agency scoreboard data, establishing and monitoring each section’s metrics, standard work and continuous improvement workflow processes.
  • Supervises the development of the agency budget and strategic plan.
  • Challenges the alignment of functions/daily work of the Administration division, to the strategic vision & priorities of the Department. Ensures linkage of organizational direction and division and section objectives and goals. Identifies and establishes goals and performance measures to accomplish strategic vision & priorities.
  • Supervises and directs the overall operation of the Administration Division, and in keeping with the principles of the AMS and its full implementation within the agency, coaches and encourages the identification of problems and creates appropriate space, and environment, to solve them. Meets with direct reports regularly - reflects on problems, solutions, and challenges.
  • Communicates regularly with key stakeholders ensuring they are aligned and understand their responsibilities, in addition to obtaining necessary approvals between functional groups.
  • Defines immediate and long-term goals, priorities, and operational plans to ensure team goals are aligned with the goals and priorities of the organization. Reviews the progress of all division projects and reports on the performance of multiple units to the executive team. Identifies major resource constraints that impact implementation of desired organizational goals. Develops plans and delivers results in fast-changing environment. Provides input to divisional or departmental strategy.
  • Responsible for developing and monitoring the division-level budget; reports overall division-level budget to executive team; manages, monitors and tracks project-related costs and other relevant activities performed by the division.
  • Applies and positively models the principles, theories, and concepts of the Arizona Management System; identifying meaningful group metrics and adjusting as necessary; leading all continuous improvement activities with courage and humility (i.e. daily group huddles, huddle board updates, problem solving sessions which identify areas for process and quality improvement); successfully adheres to standard work procedures and leader standard work protocols.)
  • Plans and facilitates effective 1:1 Coaching sessions (at least twice monthly) in alignment with Arizona Management System principles. Consistently develops subordinate’s problem solving skills; facilitating alignment on performance expectations and applying quick course corrections.
  • All other relevant duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
  • Knowledge of State and Federal budget and legislative process;
  • Knowledge of the Federal Enabling Act and State Constitution as they relate to the department; agency's status, administrative rules and programs;
  • Knowledge of ADOA and agency rules and regulations and policies and procedures governing procurement, accounting, risk management etc.;
  • Advanced knowledge of supervisory principles.
  • A broad and generally deep understanding of all facets of management and leadership;
  • Thorough working knowledge of the organization’s policies and procedures.

Selective Preference(s):

A Bachelor or master’s degree in Accounting, Finance, Business or Public Administration and a minimum of eight years of executive level accounting or financial or business management experience.

This position requires occasional driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
