About the Position
DCEO is seeking a professional and highly motivated individual to serve as the Chief Accountability Officer (CAO). The CAO provides critical oversight and guidance to the agency to ensure all state and federal rules and regulations are adhered to during the grant making process. The CAO is also responsible for managing agency audit responses, as well as developing and implementing corrective plans to ensure audit findings are remediated. The CAO is a critical member of the agency's leadership team. The ideal candidate will have strong leadership skills and extensive knowledge of the grant making and auditing process for the state of Illinois. We welcome qualified candidates to apply.
Job Responsibilities
1. Formulates and develops all aspects of policy for monitoring and accountability of the Department's programs.
2. Coordinates all external audits for the Department.
3. Possess authority to act and speak on behalf of the Director to implement objectives impacting Department grant administration, policy, and procedures.
4. Develops, implements, and maintains the Department's planning and reporting process for program performance measures.
5. Formulates budget for the Office of Accountability with full authority to allocate and control expenditures.
6. Supervises staff.
7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in business, management, finance or closely related fields of study.
2. Requires four (4) years progressively responsible administrative experience managing programs with a full scope of responsibility and program development in a public or business organization.
Conditions of Employment
1. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
2. Requires appropriate, valid driver's license.
3. Requires the completion of a background check and self-disclosure of criminal history.
