Project Overview

The Mobile Launcher 2 (ML2) Project is to provide the design, procurement, construction, and start-up of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites’ ground systems.

 

Role Overview

  • Works as a central resource supporting all work. 
  • Prepares, coordinates, and directs change management-related presentations to Bechtel and client management, as required.
  • Participates in the development and change management-related training of assigned personnel and the implementation of on-the-job and classroom training programs.
  • Directs change management activities. Develops, interprets, and executes policy, objectives, and standards applicable to change management activities.
  • Provides leadership in terms of integrating the change management process with other key project procedures (e.g. Risk Management, Forecasting, Cost, Trends, and Claims and supports corporate, Global Business Unit, commercial group, and functional stakeholders in managing change-related activities as required.
  • Provides leadership and guidance for the analysis of specially assigned change-related initiatives or work planning requiring detailed change assessment and response planning efforts.

 

Qualifications and Skills

Basic Qualifications

  • Bachelor’s degree from an accredited university and at least 9 years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 15 years of professional experience.
  • Must be a US Citizen or Permanent Resident of the US.
  • All employees are subject and agree to random drug and alcohol testing as a condition of employment and successfully go through a government screening process. Unescorted access required.  
  • Candidate must successfully clear government background check.

 

Additional Qualifications

  • Strong communication skills to influence, drive and coach the team in effective change management at all stages of delivery.
  • Demonstrated capability to interface with commercial and technical functions to effect baseline change management.
  • Skilled in oral and written communication with demonstrated ability to present information to management and to the client.
  • Significant engineering and construction management experience customarily acquired over time through specialized instruction or practical experience.  
  • Demonstrated skill in identifying, analyzing, and solving problems. 
  • Demonstrated skill in supporting and directing change management activities.
  • Demonstrated experience in delivery, communication, and training of change management processes and procedures.

 

Preferred Qualifications

  • Proven track record of successful project change management and full exposure to project business case scrutiny processes and project controls practices (EVMS, baseline trending)
  • Experience implementing change management systems that complement contractual arrangements.
  • EPC/EPCM experience on major infrastructure programs.
  • Project Controls leadership experience on large projects.
