Job Summary:

The Raytheon Specialty Engineering Process, Metrics, Configuration Management and Data Management (CMDM) Directorate, in partnership with the GPS OCX program, is seeking a Change and Control Systems Management (CCSM) Deputy Lead to assist in overseeing CMDM for the program.

  • Facilitate and influence a multi-contractor and multi-site cross-functional team to ensure the program utilizes the same methodology to conduct system CM in all phases of the life cycle and ensures that any necessary software or environment updates are consistently applied to Raytheon and contractor environments

  • Streamline, update, and maintain overall CM processes for Configuration Identification, Data Management, and Systems CM, to include Hardware, Software, Systems Engineering, and Environments

  • Manage and maintain the program tool sets and Controlled repositories – Product Data Management (PDM), ClearCase, ClearQuest, DOORs, Artifactory, Bitbucket, Jira, etc.

  • Deployment of mission software baselines across both development and deliverable environments

  • CSA – manage and provide the data to document what software and hardware is deployed across each environment (development and deliverable); develop the appropriate plans and schedules to deploy any necessary updates to software or environments

  • Responsible to format, control, and formally deliver CDRLs to the customer and track associated customer feedback and actions

  • Support internal and external CM Audits and the coordination and closure of CM corrective actions to include Military/Industry Standard FCA/PCA activities

  • Provide required metrics and support monthly program reviews

This position is on onsite role.

Responsibilities to Anticipate

  • Oversee tailoring of System CM processes from the Raytheon Enterprise Process Information Center, their deployment within the GPS Program and long-term adherence

  • Streamline, update, and maintain overall CM processes for Configuration Identification, Change Management, Data Management, and Systems Configuration Management, to include Hardware, Software, Systems Engineering, and Environments

  • Manage and maintain the program tool sets and Controlled repositories – Product Data Management (PDM), ClearCase, ClearQuest, DOORs, Artifactory, Bitbucket, Jira, etc.

  • Manage Environment control, deployment, audit, and change processes

  • Deployment of mission software baselines across both development and deliverable environments

  • Configuration status accounting – manage and provide the data to document what software and hardware is deployed across each environment (development and deliverable); develop the appropriate plans and schedules to deploy any necessary updates to software or environments

  • Responsible to format, control, and formally deliver CDRLs to the customer and track associated customer feedback and actions

  • Support internal and external CM Audits and the coordination and closure of CM corrective actions to include Military/Industry Standard Functional Configuration Audit (FCA) / Physical Configuration Audit (PCA) activities

  • Provide required metrics and support monthly program reviews

  • Perform as the Configuration and Data Management Control Account Manager (CAM) and support Estimates at Complete (EAC)

  • Work across the GPS OCX Program disciplines, from Program Management to Contracts to Engineering to Supply Chain to Operations; to ensure the Change and Control process is seamless and efficient

  • Explore evolving technologies and assess their impacts, deficiencies and benefits and help create strategies for adoption

  • Interface with internal and external customers, coordinate process and product reviews, establish and maintain product baselines, and the review and release of engineering work products

  • Self-starter – proactive in determining goals and objectives and pursuing the necessary course of action

Basic Qualifications

  • Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations

  • 7+ years of Engineering related experience to include Configuration and Data Management within DoD

  • Experience in development, test/integration and operational baseline configuration management

  • Experience with software configuration control for controlling, maintaining, storing, and archiving software products

  • Experience in using tools and metrics to manage development and change activity (ClearCase®, ClearQuest®, DOORS®, PDM/PLM, Artifactory, Bitbucket, Jira or similar suite of tools)

  • Experience with Earned Value Management (i.e. monthly Latest Revised Estimates (LRE), EACs, and/or proposals/bid estimation)

  • Active and transferable U.S. government issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Preferred Qualifications

  • Experience in schedule development, action item management, requirements change management and overall development, and progress metrics is highly desirable

  • Industry recognized Configuration Management certification that promotes integrated CM

  • Experience in technical management/document management and quality engineering and how they interact

  • 5+ years of experience administering PTC Windchill, Raytheon’s Common PDM, ClearCase® and ClearQuest®, DOORS®, Artifactory, Bitbucket, Jira or similar products

  • Raytheon Earned Value Management Certification

  • Ability to effectively work, communicate, and influence with all levels of management and individual contributors on the program team

  • Understanding of engineering development lifecycle models and program lifecycle models

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
