RPS is a government contractor, in which our routine work consists of providing office support, technical writers, information technology support, contracting, accounting and other support for our government clients throughout the United States and District of Columbia.

Title: Certified Combination Inspector
Location: Department of Buildings (formerly DCRA)
1100 4th Street, SW, Washington DC 20024
Duty Hours: Between 8:00am and 7:00pm (NTE 40hrs per week)
Hybrid work schedule
Days: Monday – Friday
Duration: ASAP – September 30, 2023 (plus 4 option years)
Hourly Rate: $40.00 - $48.00 per hour (W2 and 1099 Options)

Background:
The Department of Buildings (DOB) Proactive Inspections program ensures all multi-unit rental properties selected using the risk-based algorithm in the District of Columbia are inspected. The Proactive Inspection Program is designed to ensure all multi-family rental units in the District of Columbia meet all residential property maintenance and building codes.
Ross Professional Services, LLC (RPS) is in search of the following positions and skills.
The Contractor shall be responsible for performing all appropriate regulatory violations pursuant to the International Council Code (ICC) model codes as well as the District of Columbia Municipal Regulations, Title 12, local amendments.
Experience/Knowledge:
- Expert knowledge and application of the ICC-model codes and DCMR Title 12 amendments
- Ability and willingness to quickly learn new software programs and technologies associated with assigned work tasks.
- Ability to work well and establish positive working relationships with property owners, professional architects, engineers, contractors, public officials, fellow employees, and the general public in what can be, at times adversarial situations.
- Ability to communicate effectively both orally and in writing for the purpose of preparing and explaining changes that need to be made in a customer’s plans, preparing reports, speaking at in-house training events.
- Effective and persuasive in oral and written communication when representing DOB internally as well as to the public on complex inspection issues, concepts, and programs.
Education/Certification:
The Contractor shall possess three (3) years of specialized experiences equivalent to at least the grade- 12 Inspector III level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skill and abilities to successfully perform the duties of the position to include interpreting residential or commercial building inspections. High School (“HS”) diploma or equivalent.
The Contractor shall possess a valid driver’s license. (Proof of a valid driver's license is required).
The Contractor shall possess ICC Combination Inspector Certification, consisting of.
- Residential Building Inspector
- Residential Mechanical Inspector
- Residential Electrical Inspector
- Residential Plumbing Inspector
- Commercial Building Inspector
- Commercial Mechanical Inspector
- Commercial Electrical Inspector
- Commercial Plumbing Inspector
Additional Requirements:
- Must have transportation for each visit to the various inspection sites.
- Must sign a Non-Disclosure Agreement (NDA) to ensure confidentiality of information obtained from this contract as some information is security sensitive.
- Must conduct residential inspections as outlined in DCMR 12 and the International Property Maintenance Code (IPMC).
- Must document all building code violations as identified by the Department of Buildings policies and procedures by performing the following duties:
- Creation and documentation of case files
- Documentation and writing of notices of infractions, notices of violations, and stop work orders to include inspector case notes and activity logs.
- Creation of photographic images and other case file requirements
- Provide all required case documentation (inspector notes, affidavits, etc.) to the Chief Building Official (CBO) or designee before close of business after the initial inspection has been completed.
- Must continuously communicate status of work relative to the approved schedule.
- Must prepare and present weekly reports, throughout the performance contract, setting out current and upcoming activities, decisions required and issues of concern. In addition to the weekly reports, updates will be provided to the CBO or designee on an as needed basis.
Ethics:
Conflict of Interest. Neither the selected vendor nor their employees, contractors, or subcontractors shall directly or indirectly engage with or accept remuneration from any private person, firm, or corporation for the performance of any work as a designer, architect, engineer, consultant or inspector, which work is to be submitted to, passed upon, reviewed or inspected by any officer of the District of Columbia charged with the administration of any portion of the Construction Codes. Selected companies or individuals must withdraw from conflicting activities before contract execution and during the contract term.
Confidentiality:
Reports provided by the QA/QC inspector/company are confidential and shall not be disclosed or discussed with any other party without specific written authorization from the department Director.
