Job Summary:
Oversees all aspects of Talking Leaves Job Corps Center's student pay and petty cash. Assists in all aspects of the procurement cycle, payment of invoices and reporting functions of Talking Leaves Job Corps (TLJC) Finance Department. Serves as the personnel liaison to Cherokee Nation Human Resources Department regarding all personnel transactions related to Center staff; including preparing and processing Employee Action Notices (EAN).
Job Duties:Manages the student pay account. Responds to budget problems, questions, reports, and modifications. Oversees Petty Cash Fund for Center. Assists Center staff with all aspects of petty cash transactions and prepares all reimbursement requests to Cherokee Nation. Makes sure that all petty cash expenditures are in line with Cherokee Nation's Policies & Procedures. Maintains a detailed log of all Center payments submitted to Cherokee Nation for payment. Assists finance staff with all financial reporting functions. Creates/maintains excel spreadsheets in order to track the budgets for each department. Serves as the personnel liaison to the Cherokee Nation Human Resources Department regarding all personnel transactions related to Center staff; including preparing and processing Employee Action Notices (EAN), investigations, addressing complaints, rewarding and disciplining employees, and resolving problems. Provides managers with panels of applicants and sets up interviews when needed. Enters the staff vacancy report in the Financial Management System (FMS) monthly. Notifies Center Director if required to make any contact with an outside agency. Other duties may be assigned.

No supervisory responsibilities.
Qualifications:EDUCATIONAL REQUIREMENTS
Associates degree from two-year college or university; or two years related experience and/or training; or equivalent combination of education and experience.
EXPERIENCE REQUIREMENTS
At least six months experience in a related field.
COMPUTER SKILLS
An individual should have knowledge of Accounting, Database, Spreadsheet, and Word Processing software.

Employee must not and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG’s Cumulative Sanction Report, or the GSA’s List of Excluded Providers, or listed on the OIG’s List of Excluded Individuals/Entities (LEIE).
Must meet and maintain pre-employment and periodic background investigation and adjudication for child care.
